ISLAMABAD, June 17, 2014: The lawmakers of Khyber Pakhtunkhwa (KP) Assembly condemned the Lahore incident and demanded judicial inquiry into it during the 3rd sitting (evening) of its 14th session on Tuesday, says the Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Seven lawmakers- one each of PTI, ANP, JI, QWP, PPPP, ANP and PML-N- were of the view that protest was the democratic right of any political party and one should not use power to curb it. The House also offered fateha for those who have lost their lives in the incident.
Meanwhile, two JUI-F lawmakers participated in the budget debate for 33 minutes followed by one each of JI lawmaker (21 minutes), PML-N (15 minutes) and PPPP (13 minutes).
Following are some key observations of the proceedings
Members’ Participation in House Proceedings:
- The KP Assembly met for two hours and 29 minutes.
- The sitting started at 1645 hours against the scheduled time of 1600 hours, witnessing a delay of 45 minutes.
- The House had a break of 44 minutes.
- The Speaker chaired the entire sitting.
- The Chief Minister was present for an hour and two minutes while the Leader of the Opposition did not attend the sitting.
- As many as 27 members were present at the outset while 47 were there at the time of adjournment. A maximum of 68 members were present at one point of sitting.
- The parliamentary leader of AJIP did not attend the sitting.
- The Finance Minister attended the entire sitting.
- Three minority members attended the sitting.
Representation and Responsiveness
- Seven lawmakers- one each of PTI, ANP, JI, QWP, PPPP, ANP and PML-N- condemned the killings during clash in Lahore and demanded judicial inquiry into the incident.
- Two JUI-F lawmakers participated in the budget debate for 33 minutes followed by one each of JI lawmaker (21 minutes), PML-N (15 minutes) and PPPP (13 minutes).
Order and Institutionalization
- No Points of Order were raised during the sitting.
- There was no instance of boycott, walkout or protest during the sitting.
Transparency:
- ‘Orders of the Day’ was available to the legislators, observers and others.
- Information on members’ attendance was not available to observers and the public.
