ISLAMABAD, June 23, 2014: The lawmakers in the Balochistan Assembly continued debate on the provincial budget for 2014-15 during the 03rd sitting of 12th session, says Free and Fair Election Network (FAFEN) in its daily factsheet.
Ten lawmakers including 04 of PkMAP, PML-N 01, NP 01, PML 01 and JUI-F 03 took part in general discussion on the provincial budget 2014-15. They discussed budgetary proposals for 03 hours and 24 minutes. The sitting lasted 03 hours and 35 minutes.
Following are some key observations of the proceedings:
Members’ Participation in House Proceedings
- The Balochistan Assembly met for 03 hours and 35 minutes.
- The sitting started at 1122 hours against the scheduled time of 1100 hours, witnessing a delay of 22 minutes.
- Twelve members were present at the start and 20 at the end of sitting. A maximum of 34 members were observed to be present at one point of the sitting.
- The Speaker chaired the sitting for an hour and 54 minutes while a member of panel of chairpersons presided over the remaining proceeding.
- The Chief Minister attended the entire sitting while the Leader of the Opposition was absent.
- The parliamentary leaders of PkMAP, PML, NP, ANP and MWM were present.
- No member applied for leave.
- Two minority members were present during the sitting.
Representation and Responsiveness
- Ten lawmakers including 04 of PkMAP, PML-N 01, NP 01, PML 01 and JUI-F 03 took part in general discussion on the provincial budget 2014-15.
Order and Institutionalization
- No incident of protest or boycott was observed.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and others.
- Information on legislators’ attendance was not available to the observers and the public.
