ISLAMABAD, June 24, 2020: The Sindh Assembly consumed major part of its proceedings in debate on the provincial budget 2020-21, says Free and Fair Election Network (FAFEN) in Daily Factsheet on Wednesday.
Following are key observations of the House proceedings during 6th sitting of the 10th session:
Members’ Participation
- The House met for seven hours and 22 minutes.
- The sitting started at 1252 hours against the scheduled time of 1200 hours.
- The Speaker presided over the sitting for four hours and 39 minutes while the Deputy Speaker chaired the rest of the proceedings.
- The Leaders of the House and Opposition did not attend the sitting.
- As many as 15 MPAs (9%) were present at the outset and 26 (15%) at the adjournment of the sitting.
- All parliamentary leaders attended the proceedings.
- As many as five out of nine minority lawmakers attended the sitting.
Representation and Responsiveness
- A total of 20 lawmakers – PPPP (11), PTI (4), MQMP (3), GDA & MMA (one each) – participated in the budget debate for six hours and 34 minutes (89 percent of the proceedings).
Order and Institutionalization
- As many as three Points of Orders consumed five minutes of the proceedings.
- The House was adjourned to meet again on June 25, 2020 (Thursday) at 1000 hours.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
