Session Prorogued
ISLAMABAD, June 6, 2014: The Khyber Pakhtunkhwa (KP) Assembly passed two bills and concluded debate on target killing, extortion and overall law and order situation during the 3rd and last sitting of 13th session on Friday, says Free and Fair Election Network in its Daily Factsheet.
PTI lawmaker introduced three bills on behalf of Chief Minister which included KP Salary Allowances and Privileges Laws (Amendment) Bill, 2014, KP Ministers Salaries Allowances and Privilege (Amendment) Bill, 2014 and KP Prevention of Conflict of Interest Bill 2014. The House gave approval to first two bills.
Four lawmakers- one each of ANP, QWP-S, JUI-F and PTI- took part in the debate on target killing, extortion and overall law and order situation in the province that continued for 64 minutes.
Members’ Participation in House Proceedings:
- The KP Assembly met for five hours and five minutes, taking a break of two hours and four minutes.
- The sitting started at 1600 hours against the scheduled time of 1500 hours, witnessing a delay of an hour.
- The Speaker chaired the entire sitting while the Deputy Speaker was absent.
- The Chief Minister attended the sitting for 40 minutes while the Leader of the Opposition was not present.
- The parliamentary leaders of AJIP, ANP and PML-N attended the proceedings.
- Thirty-four members were present at the outset, 22 at the adjournment while a maximum of 53 were there at a point of the proceedings.
- Three minority members attended the sitting.
- Nineteen members applied for leave.
Output
- PTI lawmaker introduced three bills on behalf of Chief Minister including KP Salary Allowances and Privileges Laws (Amendment) Bill, 2014, KP Ministers Salaries Allowances and Privilege (Amendment) Bill, 2014 and KP Prevention of Conflict of Interest Bill 2014. The House passed first two bills.

- Four lawmakers- one each from ANP, QWP-S, JUI-F and PTI- took part in the debate on target killing, extortion and overall law and order situation in the province that continued for 64 minutes.
- PTI lawmaker submitted a privilege motion against the misbehavior of an Education Department official which was referred to the relevant committee. The Education Minister informed the house that concerned official has been made OSD.
- The House took up 12 of 18 starred questions (requiring oral as well as written replies). However, 10 of these were responded to by the relevant departments. The members asked seven supplementary questions as well.
Order and Institutionalization:
- The lawmakers raised four points of order consuming 22 minutes of the proceedings.
- PTI female lawmaker pointed out quorum and the Chair ordered the bells to be rung for two minutes. However, the quorum was found complete on counting.
Transparency:
- ‘Orders of the Day’ was available to the legislators, observers and others.
- Information on members’ attendance was not available to observers and the public.
