ISLAMABAD, June 24, 2014: Starting 55 minutes behind schedule, the Khyber Pakhtunkhwa (KP) Assembly completed debate on the supplementary budget for the financial year 2013-14 during 10th sitting of its 14th session on Tuesday, says Free and Fair Election Network in its Daily Factsheet.
Ten members, including Finance Minister, participated in the debate that continued for 50 minutes.
The House held discussion on various issues being confronted by the Internally Displaced Persons (IDPs) that took 55 minutes. Four PTI lawmakers, followed by PML-N (2) and one each of JUI-F, QWP and PPPP took part in the debate.
The House passed two bills.
Following are some key observations of the assembly proceedings:
Members’ Participation in House Proceedings:
- The KP Assembly met for two hours and 37 minutes.
- The sitting started at 1055 hours against the scheduled time of 1000 hours. The proceedings started 55 minutes late.
- The Speaker chaired the entire sitting.
- The Chief Minister, Leader of the Opposition and Finance Minister attended the entire sitting.
- Parliamentary leaders of AJIP, JUI-F, JI, QWP and PML-N were present.
- Twenty-five members were present at the outset while maximum 48 were there at the adjournment.
- Three minority members attended the sitting.
- Five members applied for leave.
Output
- Introduced by Minister for Health, the House passed Khyber Pakhtunkhwa Regulation of Lady Health Workers Program and Employees (Regularization & Standardization) Bill, 2014 with amendments in it.
- The House passed the Khyber Pakhtunkhwa Ehtesaab Commission (Amendment) Bill, 2014 that was introduced by Special Assistant to Chief Minister for Law.
Representation and Responsiveness
- The House debated the supplementary budget for the year 2013-14.
- Ten members – three each of PTI & PML-N while one each of AJIP, JI, JUI-F, QWP– took part in the general discussion on the supplementary budget. The discussion continued for 50 minutes, including the winding up speech of the Provincial Minister for Finance.
- The House also held discussion on various issues being confronted by the Internally Displaced Persons (IDPs) that consumed 55 minutes of the proceedings. Nine lawmakers- PTI (4), PML-N (2) and one each of JUI-F, QWP and PPPP- took part in the discussion.
