ISLAMABAD, June 18, 2014: Nine lawmakers took part in the ongoing budget debate during the 4th sitting of 14th session of Khyber Pakhtunkhwa Assembly, says the Free and Fair Election Network (FAFEN).
Starting an hour and five minutes late, the sitting lasted two hours and 49 minutes. Four PTI lawmakers including the Chief Minister debated budget for 23 minutes, two QWP members for 61 minutes, and one member each of ANP, AJIP, PML-N for 34, 21 and 7 minutes, respectively.
As many as 32 members were present at the start and 60 at the end of the sitting. A maximum of 64 members were present at one point of the sitting. The Speaker and the Finance Minister were present during the entire sitting.
Following are some key observations of the proceedings
Members’ Participation in House Proceedings:
- The KP Assembly met for two hours and 49 minutes.
- The sitting started at 1105 hours against the scheduled time of 1000 hours, witnessing a delay of an hour and five minutes.
- The Speaker chaired the entire sitting and the Deputy Speaker was absent.
- The Chief Minister was present for two hours and four minutes while the Leader of the Opposition attended the sitting for two hours and nine minutes.
- 32 members were present at the outset while 60 at the time the sitting was adjournment. A maximum of 64 members were present at one point of the sitting.
- The parliamentary leader of all parties attended the sitting.
- The Finance Minister was present during the entire sitting.
- Three minority members attended the sitting.
- Two members applied for leave.
Representation and Responsiveness
- Four PTI lawmakers including the Chief Minister debated the budget for 23 minutes, two QWP members for 61 minutes and one member each of ANP, AJIP, PML-N for 34, 21 and 7 minutes respectively.
Order and Institutionalization:
- One point of order raised during the sitting consumed one minute of the proceedings.
- There was no instance of boycott, walkout or protest during the sitting.
Transparency:
- ‘Orders of the Day’ was available to the legislators, observers and others.
- Information on members’ attendance was not available to observers and the public.
