Free and Fair Election Network (FAFEN) initiated the observation of the National Assembly’s parliamentary proceedings in late 2008 with the aim to generate objective and statistically-sound information on parliamentary performance in order to foster informed engagement between citizens and their elected representatives.
The unique aspect of FAFEN’s methodology is direct observation of the parliamentary proceedings. FAFEN deploys trained observers in order to monitor lawmakers’ performance using a detailed standardized checklist covering all types of parliamentary business. The information is measured against the neutral and objective framework of the rules of parliamentary procedure.
FAFEN has now taken this unique effort a step forward to include the performance of the Senate, provincial assemblies and 13 committees of the Senate and the National Assembly.
This report covers the observation of the National Assembly’s standing committees between April and June 2014. The observed committees include Government Assurances, Inter-Provincial Coordination, Rules of Procedures & Privileges, Parliamentary Affairs, Law, Justice & Human Rights and Finance, Revenue, Economic Affairs, Statistics & Privatization. The details include each committee’s functions, membership, agenda, output and recommendations.
The Standing Committee on Inter-Provincial Coordination did not meet during the reporting period, while the Government Assurances Committee, Parliamentary Affairs Committee and the Finance Committee met only once between April and June 2014. FAFEN could not observe the Finance Committee’s in-camera proceedings. The Standing Committee on Law, Justice and Human Rights met in three sittings, while the Committee on Rules of Procedure and Privileges met in four sittings during the reporting period.
