ISLAMABAD, June 19, 2014: The Advisor to Chief Minister on Finance presented the provincial budget for fiscal year 2014-15 in the Balochistan Assembly on Thursday, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
The presentation of the provincial budget took an hour and seven minutes. The opposition did not create any problems for the government during the budget speech. Later, the House was adjourned to meet again on Sunday, two days after the presentation of budget.
Following are some key observations of the proceedings:
Members’ Participation in House Proceedings
- The Balochistan Assembly met for an hour and 14 minutes.
- The sitting started at 1806 hours against the scheduled time of 1800 hours, witnessing a delay of six minutes.
- Thirty-six members were present at the start and 45 at the end of sitting. A maximum of 45 members were observed to be present at one point during the proceedings.
- The Speaker chaired the entire sitting.
- The Chief Minister attended the entire sitting while the Leader of the Opposition was present for 59 minutes.
- The parliamentary leaders of MWM, PML-N, PML, PkMAP, NP, JUI-F and ANP were present.
- Two members applied for leave.
- One minority member also attended the sitting.
Output
- Advisor to Chief Minister on Finance presented the Finance Bill 2014-15 in the Balochistan Assembly.
Order and Institutionalization
- No incident of protest or boycott was observed.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and others.
- Information on legislators’ attendance was not available to the observers and the public.
