Punjab Assembly Condemns Assassination of Maulana Sami-ul-Haq


  • Requisitioned Session Prorogued Sine Die

ISLAMABAD, November 08, 2018: The Punjab Assembly on Thursday adopted a supplementary resolution to condemn the assassination of JUI-S chief Maulana Sami-ul-Haq, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the proceedings during first (only) sitting of the fourth (requisitioned) session:

Members’ Participation

  • The Punjab Assembly met for three hours and nine minutes.
  • The sitting started at 1151 hours against the scheduled time of 1000 hours.
  • The Speaker presided over the sitting for two hours and 17 minutes while the rest of the proceedings were chaired by the Deputy Speaker.
  • The Chief Minister did not attend the sitting.
  • The Leader of the Opposition attended the proceedings for two hours and 53 minutes.
  • As many as 205 lawmakers (55%) were present at the outset and 80 (22%) at the adjournment of the sitting.
  • The parliamentary leaders of the PPPP and Rah-e-Haq Party attended the sitting.
  • Four out of eight minority members attended the sitting.

Output

  • Moved by the Law Minister, the House unanimously adopted a supplementary resolution to condemn the assassination of JUI-S chief Maulana Sami-ul-Haq. Five lawmakers spoke on the resolution consuming 33 minutes of the proceedings.

Representation and Responsiveness

  • Seventeen lawmakers spoke on the law and order prevailing in the country that consumed an hour and 49 minutes of the proceedings.

Order and Institutionalization

  • The suspended six members of the PML-N protested and chanted slogans against the government for 30 seconds.
  • The Question Hour was suspended by the Speaker.
  • The PML-N lawmakers protested for two minutes against the unwarranted remarks of the Information Minister against some members of their party.
  • As many as 14 lawmakers spoke on as many Points of Order consuming 13 minutes of the proceedings
  • The House was later prorogued sine die.
