Will the Minister for Energy (Power Division) be pleased to state: (a) whether the concerned authorities have taken a notice of the damage transmission lines and broken electricity poles in the village of Hajj Jaman Junejo, Tehsil, in Badin District, as a result of which there is less than zero voltage of electricity in the said village; if so, the reasons thereof; (b) whether it is a fact that more than 10 people of the village have applied for the connection of electricity meters and even after many months such meters have not been installed; if so, the reasons thereof; and (c) what corrective measures are being taken to normalize the power voltage in the said village, either by installing and upgrading transformer or by dividing the power load into two transformers, and replacing the broken poles with the new ones immediately?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that the residents of Mouza Sudhran, Tehsil, District Islamabad, have been deprived of electricity only on the pretext that the area is known as Ghauri Town although; (b) whether it is also a fact that it is on record that the above said Mouza has nothing to do with Ghauri Town and sale and purchase of land therein is done through registry in district courts, Islamabad; 16 (c) the authority that has put ban on above alongwith reasons thereof; (d) since when such ban has been imposed; and (e) what remedial steps are being taken by he Government to do the needful in order to provide electricity to said locality at an earliest?

Will the Minister In-charge of the Establishment Division be pleased to state: (a) whether it is a fact that Lower Division Clerks (LDCs) and Upper Division Clerks (UDCs) are working in BPS-9 and BPS-11 in the Federal Government institutions at present; (b) whether it is also a fact that the cadres of LDCs and UDCs BPS-11 and BPS-14 have been up-gradated in the Khyber Pakhtunkhwa and the Punjab respectively since long; and (c) whether the Federal Government have promised many time recently to upgrade the posts of LDCs and UDCs in BPS-11 and BPS-14 respectively; if so, the time by which the above said posts will be upgraded in true spirit?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that houses and other properties affected by the laying of Neelum-Jhelum transmission line in Muzaffarabad District of Azad Jammu and Kashmir have not been compensated by NTDC despite the passage of years even though the Deputy Commissioner/Collector Muzaffarabad has drawn the attention of NTDC to this matter in a letter dated February 15, 2018 for payment of compensation; (b) if so, the reasons for such delay in payment of compensation to the affectees concerned; (c) has the non payment of such compensation been investigated; if so, the details thereof and has someone been held responsible for such delays; and (d) what steps are being taken for immediate payment of the said compensation and additional payment to the victims according to the current market value of their properties?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that the electricity load of many villages of IESCO’s Sagri Feeder Kahuta, Rawalpindi has been shifted on Kambeli Sadiq Feeder, which not only overload the users of Kambeli Sadiq Feeder but also the poor management of IESCO; (b) if so, the justification of shifting aforesaid Sagri Feeder to Kambeli Sadiq Feeder; (c) has any feasibility was made regarding the problems faced by the users of Kambeli Sadiq Feeder before shifting the said load from one feeder to another; if so, the details thereof; if not, the reasons thereof; and (d) what corrective measures are being taken by the Government to restore the said unreasonable load of electricity on Kambeli Sadiq Feeder; and hold accountable those who shifted unnecessary load of electricity from one feeder to another?

Will the Minister for National Health Services, Regulations and Coordination be pleased to state: (a) has the Government taken notice of reports of alleged financial and administrative corruption in the use of funds and other aid, which Pakistan has acquired from both foreign Governments and international donors to deal with Covid-19; if so, the detail thereof; (b) whether or not, any audit was conducted of such funds and assistance; (c) whether any discrepancy was reported in such audit; if so, the details thereof alongwith corrective measure to hold responsible/accountable and the authority, who conducted the audit; (d) if such audit has not been conducted so far; (e) is there any proposal under consideration of the Government to do the same at the earliest?

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to refer to the Un-Starred Question No.39 replied on 17-10-2022 and to state: (a) whether refusal on part of the Ministry to regularize ad-hoc/contract teachers of OPF Schools amounts to exploitation of such teachers as they are being paid a meager salary, whereas their regular counterparts are getting much better monetary package; (b) furthermore, such ad-hoc/contractual appointments of teaching staff without any job security are counterproductive of the organization; and (c) whether the Ministry’s policy with regard to ad-hoc/contract teachers is inconsistent with the domestic and international labour laws?

Will the Minister for Interior be pleased to state: (a) whether it is a fact that Overseas Pakistanis Housing Foundation (OPF), has transferred 500 kanal of its land to the Intelligence Bureau Employees Cooperative Housing Society, Islamabad, for provision of passage from the said society to the OPF Valley Zone-V, Islamabad; (b) if so, details of its agreement alongwith its copy; (c) whether it is also a fact that the management of the Intelligence Bureau Employees Cooperative Housing Society, Islamabad failed to comply with the above said agreement; if so, reasons thereof; and (d) the time by which passage is to be provided to the OPF Valley Zone-V, Islamabad?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fdct that light poles and cables at village Ahmed Qaim Khani, Dislricl Sanghar are in poor condition; (b) if so, whether there is any proposal under consideration of the Government to replace the said poles and cqbles with new ones; (c) the tine by which these will be replaced: (d) the number of villages to which electricity is being provided from K2, K3 and K4 alongwith the names of villages; and (e) the details of dues under the head of bills outstanding against each village; and (f) the details of present dues, in particular, District Sanghar?

Will the Minister for Communications be pleased to slate: (a) whether it is in the notice of concerned authorities that different real estate companies have encroached hundreds of kanals of NHA land on Karachi-Hyderabad Motorway and they are constructing interchanges and other road networks for their housing schemes without the approval of NHA; (b) if so, why the NHA has not taken any drastic corrective action yet and instead has become o silent spectator in the whole process which is tantamount to encouraging such illegal activities; and (c) what further corrective measure are being taken by the Government to get back Govemment land?

Will the Minister for Housing and Works be pleased to state: (a) whether it is a fact that Estate Office has recently up-dated its General Waiting List (GWL) and for which services of a private companies are hired; if so, the details thereof; (b) the expenditure incurred upon such update of information and whether PPRA Rules have been implemented; and (c) whether the Ministry/Estate Office has not its own IT Wing; if yes, reasons for not updating such list by their own; if not, the reasons thereof?

Will the Minister for Housing and Works be pleased to state: (a) whether it is a fact that the utility bills have not paid by Pak PWD, since July, 2022 of the Federal Chumri Lodge, Islamabad; (b) whether it is also a fact that due to not paying the bills, the connections of the Electricity and Gas were disconnected by the concerned; (c) if the answers to part (a) and (b) above are in affirmative, the reasons thereof; and (d) whether they did not pay the utility bills on time and when the bills amount will be paid for restoration of these connections?

Will the Minister for Federal Education and Professional Training be pleased to state: (a) whether it is a fact that Daily Wages/Contingent Paid Staff from BPS-1 to 16 was appointed in the autonomous bodies funded by the Federal Government and were not extended the benefit despite the Supreme Court decision in 2015 SCMR 1257 wherein Supreme Court held that autonomous organizations, whose funding is made by the Federal Government, ought to follow the regularization policy of the Government; (b) that such employees have been lingering for the last ten years with no success despite Islamabad High Court’s subsequent judgment dated 21-06-2018 in ICA No.340/2017; (c) what steps have been taken by the Government to regularize the services of such daily wages/contingent paid staff employees; and (d) what actions against management of such non-complying autonomous organizations, funded by Federal Government, have been taken to avoid this injustice?

Will the Minister for Federal Education and Professional Training be pleased to refer to the Un-Starred Question No.30 replied on 13-10-2022 and to state:- (a) whether it is a fact that the exact date on which the Departmental Promotion Committe (DPC) International Islamic University, Islamabad will be held; (b) reasons for making delay for the last year or more, thus, deserving employees are being deprived from their due right of promotion even after completing the mandatory period of ten years; (c) the details of the persons working in the HR Wing of the said University and on what date each of the said persons was lastly promoted to the last higher post/grade; and (d) what corrective measures are being taken in this regard?

Will the Minister for Information and Broadcasting be pleased to refer to the Un-Starred Question No.29 replied on 13-10-2022 and to state: (a) cadre-wise sub-judice cases pending in any judicial forum; (b) what are the reasons to making few sub-judice cases, the management of Associated Press of Pakistan (APP) has illogically linked the rest of the promotion cases with them that led to undue delay in the promotional benefits to the deserving employees; (c) if so, the justification for stopping those promotions, where no case is sub-judiced; and (d) what corrective measure are being taken by the Government to finalize such promotions cases at the earliest?

Will the Minister for Finance and Revenue be pleased to state: (a) the Government has taken any notice of the glaring difference in Conveyance Allowance of various grades of Federal Government Servants especially compared to the amount monetization given to Grades 20-22, with rest of the employees; if so, the details thereof; (b) why such a differential rate of allowance was fixed when the transport fare in any city of the country including the twin city of Islamabad-Rawalpindi, is not lower for lower grade employees; while the medical allowance is almost the same for all employees with a difference of a few hundred rupees; (c) is this not a violation of paragraph (e) of Article 38 of the Constitution which guarantees to reduce disparity in income and earnings of individuals including members in different classes of service of the Pakistan; and (d) if so, what corrective measure are being taken by the Government in this regard?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that the Federal Government has recently excluded the Constitutional Bodies including the National Assembly Secretariat and the Senate Secretariat in giving special dispensation to the Civil Servants (BPS-1 to BPS-15) as a result of the benefit of such special arrangements; (b) If so, the reasons thereof alongwith reasons for excluding the above mentioned Constitutional Bodies even though earlier such dispensations were give to their employees; and c) what corrective measures are being taken by the Government in this regard?

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state: (a) why the Board of Trustees of Employees Oldage Benefits Institution (EOBI) has not yet held the necessary meeting to increase the pension of the beneficiaries of EOBI and the said meeting is being postponed from one pretext to another, due to which the increase in the pension of EOBI's pensioners could not be granted to them despite the current inflationary trends and cost requirements; (b) if so, the delay in holding the meeting amounts to depriving the EOBI pensioners of their due increase in pension; and (c) what corrective measures are being taken by the Government to hold the meeting of Board of Trustees of EOBI to increase the pension at the earliest?

Will the Minister for Interior be pleased to state: (a) whether the Ministry has taken notice of the fact that fake, illegal, unapproved housing societies have set up offices in the limits of Rawalpindi Division, and Islamabad, especially in the Blue Area; if so, the separate details of each of the above offices; and (b) the steps being taken by the Government (Rawalpindi Development Authority) against the above said illegal housing societies, having their offices in Islamabad, in the best interest of the general public?

Will the Minister for Interior be pleased to state: (a) whether it is a fact that the streets in Sector I-14, Islamabad, especially in its sub-sectors I and II, are in dilapidated condition and the incidents of theft are increasing as street lights have not been installed there; (b) whether it is also a fact that an application, Diary No.1616 dated 18-08-2022, was given to CDA Admin, Section Environment (West) by the residents of I-14/1, Islamabad, for setting up ladies gym and fitness club therein; (c) the steps being taken by the Government for the construction and installation of streets lights, provision of water supply, public transport, setting up ladies gym and fitness club in the above said sector; (d) if so, the time by which aforesaid will be implemented?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that in Mohallah Choran Mera, Union Council Bandi Atai Khan, Tehsil Havelian, District Abbottabad, the electricity voltage is very low due to nonavailability of transformer which creates many problems for the local peoples; (b) whether there is any proposal under consideration of the Government to install a transformer in said area to solve the local people’s problem; (c) if so, the time by which it will be installed?

Will the Minister for Interior be pleased to state: (a) whether it is a fact that the Senate Employees Cooperative Housing Society, Islamabad, has recently not only increased the price of the plot under the head of price of land but also reduced the size of the plot; if so, the details thereof; (b) if so, the justification for the increase in land price considering the purchase of land years ago and the extraordinary delay on the part of the society itself; (c) whether it is also a fact that due to negligence of the society management in recent years; (d) the members are being burdened financially; (e) details of the complete record of membership of each member of current Society’s Executive Committee either against his/her own name or his/her family; and (f) head-wise details of administrative expenses received by each member of the committee during the last five years?

Will the Minister for Interior be pleased to state: (a) whether it is a fact that Overseas Pakistanis Housing Foundation (OPF), has transferred 500 kanal of its land to the Intelligence Bureau Employees Cooperative Housing Society, Islamabad, for provision of passage from the said society to the OPF Valley Zone-V, Islamabad; (b) if so, details of its agreement alongwith its copy; (c) whether it is also a fact that the management of the Intelligence Bureau Employees Cooperative Housing Society, Islamabad failed to comply with the above said agreement; if so, reasons thereof; and (d) the time by which passage is to be provided to the OPF Valley Zone-V, Islamabad?

Will the Minister In-charge of the Cabinet Division be pleased to state: (a) the number of foreign visits of each personnel of Pakistan Tourism Development Corporation (PTDC) including its Minister/Adviser and other whose foreign visits were fully or partially sponsored by PTDC since August, 2018; (b) the purpose and justification of each of the above visits and if purpose of each person’s visit was achieved; if so, the details thereof; if not, the reasons thereof; (c) the expenses incurred on the each visit; (d) whether the spouse or family member of any of the above mentioned persons accompanied him, even if the persons concerned has borne the expenses of the trip; (e) the role of PTDC in particular in terms of promoting tourism in the country in the light of the 18th Constitutional Amendment; and (f) how many tourists visited the country after such visits by PTDC officials?

Will the Minister In-charge of the Establishment Division be pleased to state: (a) the Establishment Division, being responsible division, brought the matter of increasing the upper age limit for appointments to Government Departments, which was raised in the National Assembly through a resolution passed dated 25-05-2022 which is brought in the notice of the Cabinet, and the Prime Minister for orders/appropriate action under the provisions of the Rules of Business, 1973, particularly rules (2) and (4) of the said rules; (b) if so, whether the matter was placed before the Cabinet and the Prime Minister, separately; if yes, details of action taken so far alongwith current status of above separately; (c) what corrective measures are being taken in this regard in the light of these orders; (d) if such matter has not been placed before both of the above forums, the reasons thereof and whether it is not a violation of these rules?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that the concerned authorities have taken notice of the fact that Naib Qasids were appointed by the Directorate General, Internal Audit, Islamabad vide Office Order No. C.No. 3(39)/2011-Admn/692, dated January 31, 2023 for its subordinated offices across the country; (b) whether it is also a fact that monthly salary has not been paid to such Naib Qasids despite the fact that they have joined their respective place of postings from the date of their appointment; (c) if so, the reasons thereof; (d) whether the concerned authorities have also taken notice of a fact that the responsible person either of the recruiting agency or Accountant General Pakistan Revenue (AGPR) in particular Sukkur Office are deliberately evading payment of salary under one pretext or the other; (e) if so, the reasons thereof; and (f) what corrective measures are being taken by the Government to hold the responsible accountable for such failure and ensure payment of salaries to the said employees as soon as possible?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that the Cabinet Division’s Office Memorandum dated 15-01-2016 had ruled that the act of an agency i.e. Ministry, Division and Department of the Federal Government to challenge the decision of Wafaqi Mohtasib after its affirmation by the President is not legally in order; and (b) whether it is also a fact that the Cabinet Division has duly informed the office of the FBR regarding the instructions contained in the above said Office Memorandum and the FBR is bound to follow the said instructions; (c) if so, why the Office of FBR has illegally challenged, the (d) the reasons for challenging the final order by Wafaqi Mohtasib, affirmed by the President as well? decision of the Wafaqi Mohtasib and which is finally affirmed by the President, before Islamabad High Court through Writ Petition No. 1510 of 2023; and

Will the Minister for Defence be pleased to state: (a) whether it is a fact that the management of Cadet Colleges established in the public and private sector across the country do not pay minimum wages to their lower level employees irrespective of the nature of their appointment by the Federal Government; (b) if so, the reasons thereof; (c) whether such refusal to pay minimum wages is tantamount to violation of Government policies; (d) if so, what corrective measures are being taken by the Government to pay minimum wages to said employees?

Will the Minister for Energy (Petroleum Division) be pleased to state: (a) whether it is a fact that Gas meter has not been installed in Street No.03/B, H. No.B-6, Nai Abadi Harno Thanda Pani, Islamabad in particular against CNIC No.37403-7780165-7, Account ID 1037761984; if so, the reasons thereof; and (b) the time by which the said meter will be installed?

Will the Minister for Foreign Affairs be pleased to state: (a) whether it is a fact that huge number of Pakistanis are detained in Saudi Arabia Jails; (b) if (a) above is affirmative, the detail of each detainee with his/her particulars, nature of crime, sentence awarded, so far sentence completed, name of jail where detained; (c) the steps taken by the Pakistan Embassy for early release of detained Pakistanis from Saudi jails, the detail of efforts made by the Embassy for the last five years, in response to efforts the number of prisoners released from Saudi jails (complete detail) and the names of jails from where prisoners released. (d) how many Pakistanis shifted in Pakistani jails from Saudi Arabia under agreement on transfer of convicted individuals signed by Pakistan and Saudi Arabia in 2021; (e) the complete detail of staff posted in Pakistan Embassy in Saudi Arabia and its consulate offices with their names, designation posting date, tenure of posting and if any action initiated against ambassies authority on their poor performance or not meeting the target/ help assigned to them for early release of detained Pakistanis?

Will the Minister for Housing and Works be pleased to state: (a) the total fine/interest imposed on each employee of Constitutional Body who have been allotted apartment of Category-I in G-13, Islamabad alongwith the names of each said employee and the statement of fine imposed; (b) the date on which they were informed alongwith the detail thereof; and (c) whether it is a fact that interest is re-imposed on already imposed interest/fine/penalty alongwith the detail thereof?

Will the Minister for Housing and Works be pleased to state: (a) whether it is a fact that penalty/interest have been imposed on those persons who were allotted the plots measuring 40X80 in Green Enclave-I, Islamabad; if so, the details thereof; (b) the name of each allottee alongwith the statement of penalty and the time by which they were informed; (c) whether it is also a fact that interest have also been imposed on aforesaid penalty/interest; if so, under which law?

Will the Minister In-charge of the Establishment Division be pleased to state: (a) the Federal Government has taken notice of the fact that hundreds of employees in various departments under the administration of the Federal Government have been working under different arrangements apart from the regular and despite rendering years of service, they have not been regularized against their posts; (b) if so, the details thereof; (c) whether the Government have any proposal under consideration to regularize the services of such contractual employees by the Establishment Division, being concerned Ministry, by placing the matter before the Cabinet for aforesaid decision; (d) if so, the details thereof and time by which this will be done; (e) if not, the reasons thereof?
