Will the Minister for Federal Education and Professional Training be pleased to state: (a) the names and designations of the persons working on deputation, contract,temporary, adhoc and contingent basis in the Higher Education Commission indicating also the salary, allowance and other fringe benefits admissible to them and the authority who appointed them in each case; (b) whether the authority who appointed the said persons were empowered for their appointments, if not, the remedial steps being taken by the Government in this regard and action taken against those who violated the rules in those appointments; and (c) whether it is a fact that appointments on the said basis deprive the regular employees of their promotion chances, if so, the steps being taken by the Government to provide due right of promotion and other incentives to them?
