Will the Minister for Energy (Power Division) be pleased to state: (a) the method and manner through which present Chief Financial Officer (CFO), Hyderabad Electric Supply Company (HESCO) was elevated from BPS-17 to BPS-18 in 2013; (b) the date of meeting of promotion/induction board and its composition; (c) the length of service required for promotion from BPS-17 to BPS-18 and the length of service at her credited at that time; (d) whether her name was included in the seniority lists of officers of BPS-18 by Pakistan Electric Power Company (PEPCO); (e) the reasons for modifying criteria for appointment of CFO, HESCO in advertisement published on 13-01-2018 as compared to the advertisement of 21-06-2016; (f) whether modified criterian conditions were vetted by PEPCO and Power Division; (g) whether Audit Para No.91(7/2011 to 06/2012) is still outstanding against her;(h) what were the basis for giving her hefty pay of Rs.500,000/- per month as CFO; and (i) the reasons for extension of her contract period from initial one year to three years within three/four months of her joining as CFO?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that CEO of a DISCO is “Competent Authority” for BPS-18 officer; (b) whether it is a fact that M.D, PEPCO is an “Appellate Authority” for officers of BPS-18 of DISCOs; (c) whether M.D, PEPCO, in the capacity of Appellate Authority, suspended any officer of BPS-18 of any DISCO and if so, then to whom the suspended officer can prefer appeal under E&D Rules, 1978 of WAPDA; (d) the detail of such/similar orders issued during the last five years in each of the DISCOs by M.D, PEPCO;(e) whether M.D, PEPCO can order for inquiry against any officer of BPS-18 of any DISCO through S&I Directorate of PEPCO in the event of having S&I Directorate of DISCO; if so, the details of such/similar cases during last five years in each of the DISCOs; and (f) what will be the role of BoD of a DISCO in whole of the such situations?

Will the Minister for Energy (Power Division) be pleased to state: (a) the additional revenue, in terms of billions rupees, which has been generated through electricity bills as a result of uninterrupted electricity supply to consumers in the financial year 2018-19; (b) total additional megawatts, which have been added in the system by the incumbent Government alongwith details of its projects, which have been initiated and made operational; (c) the volume of theft of electricity both in terms of number of units and value thereof alongwith the most theft prone areas; (d) whether the Government has assessed reasons behind such theft, particularly with reference to fault in transmission system; if so, the details thereof; and (e) what steps are being taken to fix the menace of electricity theft?

Will the Minister for Energy (Power Division) be pleased to state: (a) the total requirement of electricity of Gilgit-Baltistan; (b) the total electricity produced in Gilgit-Baltistan; (c) is there any plan to upgrade the existing small Hydro Power Projects in Gilgit-Baltistan; (d) is there any plan to connect Gilgit-Baltistan with National Electricity Grid; and (e) if answers to part (a), (b), (c) and (d) above are in affirmative, the details; if not, reasons thereof?

Will the Minister for Human Rights be pleased to state: 8 (a) whether the Ministry or National Commission on Human Rights has taken notice of non-compilation of correct data of people with disabilities in the country due to which neither the Federal Government and Provincial Governments could implement the official job quota for the disabled in a consistent manner nor policies be properly formulated or adequate funding allocated for them; (b) if so, what remedial steps are being taken both at the level of Government and the Commission in this regard?

Will the Minister for Energy (Petroleum Division) be pleased to state: (a) whether it is a fact that the schemes of natural gas, initiated during the tenure of previous Government in Bhalwal District Sargodha, New (NA-88), have been moving ahead on a very slow pace; (b) if so, the reasons thereof; (c) the time by which these schemes should have been completed; and (d) what steps are being taken by the Government to complete the said schemes at the earliest?

Will the Minister for Energy (Petroleum Division) be pleased to state: (a) the year-wise production of oil and gas, alongwith cost in dollars as well as rupees, from wells in districts Kohat, Karak and Hangu during the last five years; (b) the names of schemes, alongwith cost in dollars as well as rupees, executed in the above districts under Corporate Social Responsibility (CSR); (c) the year-wise amount, in dollars as well as rupees, spent by the companies, exploring oil and gas, in each sector during last five years in the other parts of the country; and (d) share of each partner in Joint Ventures, if any?

Will the Minister for Communications be pleased to state: (a) as to when work to dualize Chaman-Quetta-Karachi road would be started; and (b) whether the funds have been earmarked for the said road in the current fiscal year 2019-20 and as to how these funds would be released?

Will the Minister for Human Rights be pleased to state: (a) whether it is a fact that innocent poor children are subjected to forced labour in different factories; if so, the action taken against the factory owners; and (b) whether it is also a fact that the law against forced labour exists and if so, the extent to which it is being implemented, alongwith details?

Will the Minister for Communications be pleased to state: (a) whether it is a fact that Toll Tax is charged by a contractor, allegedly authorized by NHA at a link road Kathore to National Highway near Gagar Toll Karachi despite the fact that the road does not come under the administrative control of NHA or Federal Government; if so, justification thereof; (b) the year-wise amount which has been collected from this toll tax point since it was established; and (c) what steps are being taken to remove this illegal toll tax point as it does not fall in the domain of NHA?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that Private Power and Infrastructure Board (PPIB) has allowed companies to construct Hydro Power Projects on Build Own Operate Transfer (BOOT) basis; (b) whether it is also a fact that some under construction power plants will be fuelled by imported Coal and Regasified Liquefied Natural Gas (RLNG); (c) if the answers to part (a) and (b) above are in affirmative, how many power plants are being constructed on BOOT basis and the reasons for allowing imported coal and RLNG based power plants?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that cemented polls erected in 1990 in village Gagi Wahan, Tehsil Sobbo Dero, District Sanghar have collapsed and almost 70% population is deprived of electricity; (b) whether it is also a fact that attention of the Power Division has been invited towards this matter but the XEN, SEPCO, Ranipur has refused to listen to this issue and some people are using electricity by installing wooden poles; (c) if so, why action has not been taken against responsible public servants so far and the time by which poles will be erected?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that HR & Admn Director/Company Secretary, HESCO;(i) is drawing appointment allowance at the rate of Rs.10,000/- per month without any authorization (ii) got reimbursement of Rs.70,000/- from SEPCO for payment to his legal counsel for his personal case, by misguiding BoD of SEPCO (iii) got installed a transformer at his new house at Qasimabad, Hyderabad costing Rs.0.9 million, borne by HESCO (iv) is nominated in the FIR No.03/2015 registered by FIA whose case is under trial in the court of law while he will head new recruitments in 2019 (v) is not circulating minutes of BoD Meetings of HESCO as well as not uploading the same on the website of HESCO (vi) has shifted the office of Company Secretary from HESCO owned building to the rented premises (vii) has been conducting TV programmes as Anchor Person without obtaining permission (viii) has issued bogus clearance on 29-11-2017 in favour of Mr. Shafiq Ahmed Memon, Manager Admn, HESCO for upgradation from BPS-19 to BPS-20 despite the fact that FIR No.03/2015 of FIA was lodged and case was/is under trial in the court of law; (b) if the answers to part above (a-i to viii) are in affirmative, what actions have been taken or proposed to be taken by SEPCO, HESCO and PEPCO against him?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that Peshawar High Court through its directions in 2011 and a decisions of the Federal Cabinet asked for dissolution of PEPCO; if so, the reasons for nonimplementation of the above said decisions for dissolution of PEPCO; (b) the legal status of PEPCO at present; (c) the role and mandate of PEPCO in the energy sector;(d) how far PEPCO has been successful in overseeing management of DISCOs; (e) the specific role of PEPCO in the light of “Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 and amended Act of 2018 when GENCOs, NTDC, CPPA & DISCOs have their independent BoDs; (f) the role of Power Division, PEPCO & BoDs of DISCOs in appointment and transfers of CEOs of DISCOs; and (g) the role of NEPRA as a Regulator in DISCOs?

Will the Minister for Energy (Petroleum Division) be pleased to state: (a) whether it is a fact that residents of main street near GT Road and Qureshi Textile Mill of Chak No.44/15-L, Mian Channu have applied for natural gas connections and their applications have matured for connection; however, the relevant authorities could not provide the facility of natural gas so far; if so, the reasons thereof; and (b) what steps are being taken in this regard in order to provide the facility of natural gas to aforesaid residents?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that the mosques in Islamabad are charged electricity bills at commercial rates; (b) if the answer to part (a) above is in affirmative, the steps being taken by the Government to apply domestic rates on electricity bills regarding the said mosques?

Will the Minister for Human Rights be pleased to state: (a) whether Ministry or the National Commission for Human Rights have taken notice of the recent brutal killing of Mr. Afzal Kohistani, a human rights activist, in the administrative jurisdiction of Khyber Pakhtunkhwa, and incidents ancillary to his killing; if so, the details thereof; (b) how is the family of deceased, financially or other wise, compensated; and (c) what steps are being taken with the collaboration of the provincial Government of Khyber Pakhtunkhwa to make the responsibles accountable?

Will the Minister for Communications be pleased to state: (a) whether it is a fact that various parts of National Highway from Quetta to Karachi is in dilapidated condition causing inconvenience for the travellers; and (b) whether it is also a fact that the traffic accidents occur almost daily at the said highway; if so, whether there is any plan under consideration to restore the said highway?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that the cemented poles, installed at Village Gaji Wahan Taluka Sobhodero, District Khairpur in 1990-91, have been damaged by water logging and salinity; (b) whether it is also a fact that inspite of repeated requests, the new poles have not been installed and consumers are using pvc wires directly from transformer; (c) if answers to part (a) and (b) above are in affirmative, the number of poles damaged and also number of consumers using electricity through pvc wires alongwith expected date of replacement of damaged poles?

Will the Minister for Energy (Power Division) be pleased to state the amount charged by the Hyderabad Electric Supply Company against the meter No.01371811333500 installed in Naseem Nagar Qasimabad Hyderabad on account of Fine/Detection since 2010, yearwise, and reasons thereof as the flat remains closed?

Will the Minister for Communications be pleased to state: (a) whether it is a fact that Metro Bus Service will be provided to the residents of Sector I-16, Islamabad; (b) if so, the time by which it will be provided; if not, the reasons thereof?

Will the Minister for Communications be pleased to state: (a) whether the Metro Bus Project, from Peshawar Morr to Tarnol, Islamabad has been inaugurated; (b) if no, the percentage of work that has been carried out so far; and (c) the time by which the project will be completed?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that Islamabad Electric Supply Company (IESCO) Sub-Division Bhara Kahu has failed to take notice of loose electric transmission wires in Mohallah Khotha, Senue P.O. Lawrance College Ghora Gali, Murree jeopardising lives of the residents of the area; (b) if so, the reasons thereof; and (c) what steps are being taken to rectify the alignment of transmission lines in the said area at the earliest?

Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is correct that the transformer installed at Village Razeedaro, Tehsil Gambat District Khairpur Merus is out of order for the last four months; (b) whether it is also correct that despite collection of payment from the residents, the said transformer has not yet been replaced; (c) whether it is further a fact that there is only one transformer for the whole village; and (d) the steps being taken for uninterrupted supply of electricity to the village?
