Will the Minister for Commerce be pleased to refer to the Starred Question No.89 replied on 22-10-2021 and to state: (a) how businessmen from different sectors were invited to join the delegation of Uzbekistan, whether it was advertised or did the businessmen themselves approach the Ministry or Trade Development Authority of Pakistan (TDAP); (b) did the delegates pay their dues directly to the airline and hotels or was it facilitated by TDAP or the Ministry; (c) if the Ministry or TDAP had collected such dues from each delegate, what method was adopted therefore; (d) who sponsored the visit of the Adviser to Prime Minister on Commerce and other Government officials; (e) whether the Government did borne the expenditure of this visit of anyone else also other than these people; and (f) how long (period) will the agreements will be signed or has been during the visit and same is actually implemented so far?

Will the Minister for Finance and Revenue be pleased to state: (a) details of the percentage of change made in the rate of taxes on bank transactions during the last three years alongwith the year-wise details thereof; (b) whether it is a fact that the business of banks has decreased due to change in the said tax during last three years; (c) if so, the steps being taken by the Government to deal with the said situation?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that as per reports regarding alleged discrepancies have been emerged reported in tax refunds during the recent financial year; (b) whether the Government has conducted an independent, third party audit of tax returns, which have been made by Federal Board of Revenue (FBR) during the last three years; (c) if so, the details thereof; if not, the reasons thereof; (d) if such audit has been conducted; (e) whether there is any discrepancy observed or found; if so, the details thereof; (f) whether such amount has been recovered so far; and (g) what action has been taken against each responsible alongwith alleged amount of refund?

Will the Minister for Finance and Revenue be pleased to state: (a) how is the Finance Ministry dealing with external debt issue; (b) how much external debt is due to be paid with interest in terms of dollar in the present financial year; (c) on what account these borrowings were made; and (d) whether the Government intends to pay these interest payments?

Will the Minister for Planning, Development and Special Initiatives be pleased to state: (a) the number of projects in respect of roads, health, education under the China-Pak Economic Corridor (CPEC) for Balochistan; and (b) details of major projects which have been approved alongwith their present status?

Will the Minister for Planning, Development and Special Initiatives be pleased to state: (a) whether it is a fact that Executive Committee of the National Economic (ECNEC) has given final approval of the construction of Ring Road i.e. Expressway in Rawalpindi; (b) whether tenders are being issued for the said period; and (c) when will the construction of said project will commence?

Will the Minister In-charge of the Prime Minister’s Office be pleased to state: (a) whether it is a fact that the house rent ceiling of employees of Strategic Planning Department (SPD) of Atomic Energy Commission was not increased like Federal Employees’s in the year, 2021; (b) if so, the reasons thereof along-with the time by which said hiring will be increased; and (c) grade-wise, details of increase made in employees house rent ceiling of the above-said department?

Will the Minister for Finance and Revenue be pleased to state: (a) whether the State Bank of Pakistan, as a regulator, taken notice of the fact that despite earning billions of rupees from customers every year, commercial banks operating in the country receive money for their various services such as ATM card charges, fees for the issuance of various devices, and even fee is charged for making transactions through ATM machines; if so, the details thereof; (b) whether it is a fact that such a recovery is not only tantamount to deprive of consumers their legitimate share of their deposits but also an injustice to consumers who contribute to the prosperity of these financial institutions; (c) if the answers to part (a) and (b) are in the affirmative, then what corrective measures are being taken by the Government to make commercial banks obligated to introduce free customer-centric services as soon as possible; and (d) time by which free customer-centric services will be provided?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is necessary to file an application for extension in filing of income tax returns before the last date of a respective financial year; if so, how did applications of individuals mentioned in Starred Question No.146 replied on 29-09-2021, who had submitted such applications for extension of filing of income tax returns for the year 2019-20 in January and March, 2021 be accepted, though the last date of filing such application for the year 2019-20 was 8th December, 2020; (b) whether the above act tantamount to favouring certain people; (c) whether any discrepancy is found in dealing with such matter; and (d) what corrective measures are being taken in this regard?

Will the Minister for Planning, Development and Special Initiatives be pleased to state: (a) how many times the project for widening and rehabilitation of existing N-35 in Abbottabad city, has been considered in the meetings of Central Development Working Party (CDWP) during the last six years; if so, details thereof; (b) detail of date of CDWP’s each meeting alongwith decision taken thereon; (c) whether it is a fact that PC-I of the said project has been returned back by the CDWP to Ministry of Communications for a number of times; if so, the reasons thereof; (d) whether it is also a fact that the said project was included in the PSDP of financial years 2016-17 and 2017-18; (e) whether it is further a fact that the same was dropped afterwards; if so, the details thereof; and (f) what steps are being taken by the Government to include this project in the PSDP of the next financial year?

Will the Minister for Planning Development and Special Initiative be pleased to state: (a) how many jobs in each industry have been created during the last three years; (b) how many people have been employed actually during the aforesaid years; (c) whether it is a fact that the industrial sector has failed to provide potential employment opportunities during these years; (d) if so, what steps are being taken by the Government to find maximum employment opportunities in the industrial sector keeping in view of the increasing un-employment rate in the country?

Will the Minister for Finance and Revenue be pleased to state: (a) details of amount that has been declared expenditure charged upon the Federal Consolidated Fund (FCF) by an Act of Majlis-e-Shoora alongwith with the name of the Act, when it was passed by the Majlis-e-Shoora, and head-wise amount, which was placed before the Assembly in lieu of aforesaid Act under the heading of expenditure charged upon FCF for the last 8 years; (b) whether it has been found that any amount other than the expenditure charged on FCF as mentioned in the Constitution and the Act of Parliament, has been paid to the Federal Government; if so, the details thereof; (c) whether any statutory entity including Public Accounts Committee (PAC) has passed any guidelines for dealing with excess grants and get them approved from the Assembly of any financial year in the past; if so, how such a distinction was made between the supplementary and excess grants; and (d) how were such guidelines incorporated in the last eight budgets?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that funds were allocated as honorarium for the employees of the Accountant General of Pakistan Revenue during the year 2015-16; if so, the details thereof separately; (b) whether it is also a fact that the payments have not been made to said employees so far; (c) if so, the reasons alongwith the present status thereof; and (d) whether there is any proposal under consideration of the Government to investigate the said matter; if so, the details thereof?

Will the Minister In-charge of the Prime Minister’s Office be pleased to state: (a) whether the present Government has succeeded to attract the foreign investment in the country; (b) if so, the year-wise success ratio since 01-06-2013 thereof; and (c) the names of the countries have agreed to make investment in Pakistan during the said period?

Will the Minister for Finance and Revenue be pleased to state: (a) the State Bank of Pakistan being the regulator and the management of the National Bank of Pakistan (NBP) itself has taken notice of the fact that the NBP, Kallar Syedan Branch and other branches city Rawalpindi fail to ensure continuous supply of cash in their ATMs, neither does the staff, posted at the branch facilitate the customers; if so, the details thereof; (b) whether the management of NBP has held anyone accountable for such matters and has regularly visited the bank to monitor the affairs of the said branch; if so, the details thereof; and (c) what steps are being taken by the Government to ensure continuous supply of cash in the ATM of the said branch modernize its automation system and train the staff, posted therein, to extend maximum facilitation to consumers?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that despite the exemption of income tax on income from the salary of a full time researcher, AGPR is not extending such exemption to researchers of the National Assembly Secretariat merely on the basis of the name of their post such as Assistant/Deputy Director (Research); if so, the justification thereof; (b) whether the AGPR has sought the opinion of the Ministry of Finance or FBR on this matter; if so, the details thereof; if not, the reasons thereof; (c) whether it is also a fact that AGPR is not giving such exemptions to researchers solely on the basis of the name of their posts constitute a violation of not only the Income Tax Ordinance 2001, but also the National Assembly Employees Act 2018 which empowers the Secretariat to name any such post as deem appropriate; (d) if so, what corrective measures are being taken by the Government in this regard?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that AGPR has failed to correct the date of birth and length of service of the employees of the National Assembly Secretariat which was sent to the AGPR through various communications including a case of such correction against Personal No.50042710, which was sent to the AGPR for correcting their record by the National Assembly Secretariat vide letter No. F. No. M(446)/Estt.II(683) dated 14-10-2019; if so, reasons thereof; (b) whether it is also a fact that such delay in official’s work by AGPR reflects the un-expeditious work in AGPR; and (c) what corrective steps are being taken by the Government to not only make such long standing correction but also hold the responsible functionaries accountable?

Will the Minister for Finance and Revenue be pleased to state: (a) the reasons for not providing loan to the farmers in accordance with the market value of loan; (b) whether there is any proposal under the consideration of the Government to give loan to the farmers according to the market value of his land; and (c) whether it is a fact that proposed interest should be received from the farmers at par interest like the industry loan interest?

Will the Minister for Finance and Revenue be pleased to state: (a) whether it is a fact that LL.M is equivalent to M.Phil/M.S and the thesis are submitted, viva voce is conducted, but the allowance is not being paid at par to MS or M.Phil whereas for other degrees allowances are allowed; (b) whether discrimination is made with the employees who have obtained such degree and are working in Law relater jobs in Federal Government organizations; (c) whether it is also a fact that LL.M allowance Equal to M.Phil is being not given to the judicial officers, Law officers, Assistant Director, Section Officers, Deputy Secretary Law/ Legislation, Legislative Officers, and Assistant Legislative Draftsman of BS-17 and above working in the Federal Government different organizations/divisions and also in the Federal Government different organizations/ divisions and also in the Ministries; (d) whether it is a also a fact that such allowance is being given the respective provincial employees and officers; and (e) the time by which afore said LL.M allowance equal to M.Phil will be paid to the officers as mentioned in the part (a), (b) and (c) above?
