7 | Article-147 of the Constitution of Islamic Republic of Pakistan provides that:- " Notwithstanding anything contained in the constitution, the Government of a Province may, with the consent of the Federal Government 1 entrust either conditionally or unconditionally, to the Federal Government, or to its officers, functions in relation to any matter to which the executive authority of the province extends1 provided that the Provincial Government shall get the function so entrusted ratified by the Provincial Assembly with in sixty days". WHEREAS, China Pakistan Economic Corridor (CPEC), a land mark project has been undertaken by the Federal Government in all the federating units; WHEREAS, provision of security to the incoming Chinese investors and workers for Government sponsored CPEC projects being National undertaking, requires through synchronised, coordinated and in a synergic manner; WHEREAS, in order to fulfill this National understanding, the Government of Pakistan has raised Special Security Divison (SSD) as an integral component of Pakistan Army for ensuring security of Chinese employed on Government sponsored CPEC projects; AND WHEREAS, the Government of Khyber Pakhtunkhwa has already conveyed concurrence of the Provincial Government to the Federal Government for deployment of Army I SSD troops and leading the existing security apartus under Articles-147 & 245 of the Constitution of Islamic Republic of Pakistan, acompanied with Sections 4 & 5 of Anti Terrorim Act, 1997 for the protection of Chinese associated with Government sponsored 'CPEC projects; NOW, therefore, the Provincial Assembly of Khyber Pakhtukhwa in the National interest as well as of-Khyber Pakhtukhwa ratifies deployment of Army I SSD troops and Civil Armed Forces for the protection of Chinese citizens working on Government sponsored projects of CPEC in the province, as per the agreed TORs | Government | Adopted |
