In rule 244, after sub-rule (C), the following new sub-rule (D) shall be added , namely:- “(D) Committee of the Whole House.- (1) The House may resolve itself into a Committee of the whole House on a motion moved by any member of the House. When the House constitutes itself into a Committee of the Whole House it functions as one Committee acting upon any legislation, resolution or a matter referred to it by the House. Its membership shall be composed of all the members of the House. (2) The proceedings of the Committee shall be according to the Rules of the House, but a member may speak more than once. (3) The Committee shall be presided over by a Chairperson who can be any member nominated by the Speaker. The Speaker’s Chair will remain vacant and the Chairperson will occupy the Tables with designated officials sitting on either side. (4) The Quorum of the Committee shall be one fourth of the total membership of the House.(5) The Committee shall present its report to the House on completion of the deliberation and the process thereafter will follow the same process as that of the report of the Standing Committee.”
