This blatant act has exposed the nefarious designs of the Federal Government of selective accountability against their Political opponents. This House recommends the Government of Sindh to approach the Federal Government to shun the practice of selective accountability as this process is endangering the democratic norms of the Country. | Private | Adopted |

10 | This House vehemently condemns the intentions on the part of the Federal Government for altering the limits of the Province of Sindh. This step will indeed be tantamount to betraying the purpose of the Federalism and against the wishes of the people of Sindh. Further, Article 239(4) requires that the same bill shall be passed by the respective Provincial Assembly with 2/3rd majority for any such change. Hence, this move is rejected by the people of Sindh. This public-representative House recommends that Government of Sindh to approach the Federal Government to avoid any such move which may be detrimental to the very spirit of Federalism. This House further recommends, that the Federal Government instead of playing divisive politics, should extend all possible cooperation to the Government of Sindh for the welfare of the people of Sindh in the light of historic 18th Constitutional amendment | Joint | Adopted |
11 | This house opposes the closure of Sindhi Department in Federal Urdu University | Private | Adopted |
12 | This House resolves and recommends to the Government to approach the Federal Government to accord the highest priority to the Karachi Circular Railway Project (“KCR”). The KCR project was included in CPEC on the request of the Government of Sindh in the year 2016 & since then, the project has been diligently followed by the Government. It is noteworthy to state that so far several DO letters have been written by the Chief Minister to the Federal Government in the last 3 years, the most recent of which was written in August, 2019. 2. The Government of Sindh has participated in all the relevant technical forums relating to CPEC projects including the Joint Working Group (JWG) and 6th, 7th and 8th Joint Coordination Committee (JCC) meetings in Islamabad and in China held from 2017 to 2018. The Government of China’s representatives acknowledged the feasibility of KCR and agreed to include the same in its portfolio. It may be noted that it is Government of Sindh which is taking full responsibility for the loan and its repayment while the Federal Government is to only provide Sovereign Guarntees. 3. It has been reported that the Prime Minister of Pakistan on his upcoming visit to China will be engaging to secure financing for ML-1 (the Karachi to Peshawar Railway Track) and NOT KCR. Hence, again Karachi and the national development which is to be realized by investing in mass transport in Karachi will be ignored. It is stated KCR project by all means is a project of national importance and not only the people of Karachi but the entire country will benefit from the KCR project. 4. Further this House resolves that the first Right of Way on the 18 KM’s from Drigh Road to City Station and Karachi Port should be accorded to KCR in the best interest of the people of the city of Karachi. Moreover, an alternate route, preferably elevated track may be established by the Federal Government for the purposes of ML-1. 5. This House further implores and demands that the Prime Minister should make all endeavors to make the KCR project, a top priority in his forthcoming trip to China | Private | Not Taken Up |
13 | This House resolves that the departments and individuals responsible for the ill-planning & faulty execution of the most vital water project of Karachi K-IV must be indentified and taken to task. 15 | This Assembly categorically rejects NOC given by the Indus River System Authority (IRSA) for the controversial hydropower plant on the Chashma-Jhelum Link Canal. This move is against the wishes of the people of Sindh. This House has also passed a Resolution on 20th January 2010 opposing this project. This House wants to remind the IRSA and the Federal Authorities that even the water cannot be released in Chashma-Jhelum Link Canal throughout the year and Sindh is already facing acute shortage of water and thousands of acres of coastal land have been eroded by the Sea. Hence, this move is unwarranted. This House recommends the Government of Sindh to approach the Federal Government to take up this issue of blatant flouting of the agreement and address the justified grievances of the people of Sindh. This House further recommends that the controversial hydroelectric plant on the Chashma-Jhelum Link Canal should be abandoned once and for all | Joint | Adopted |
16 | This House is extremely concerned by the act of the Federal Government of appointing its nominee as Member IRSA from outside Sindh, which is a negation and direct contravention of the past practice of the Federal Government since 1999. The objective decision of Federal Government in 1999 was to give greater representation to those who are most affected by the decision making as they are living in the lower riparian. Giving greater representation is in the interest of Pakistan as it relates to the decision of appointment of IRSA Member because it will strengthen the Federation. This House demands the Provincial Government to immediately take up this issue with the Federal Government and get this decision withdrawn | Joint | Adopted |
16 | This House condemns the act of removing Mr. Sarfarz Ahmed from captaincy of Pakistan Cricket Team by Pakistan Cricket Board (PCB) authorities and also dropped him from the Team membership. 20 | This House expresses its serious concerns over the lack of provision of proper healthcare facilities to former President of Islamic Republic of Pakistan Asif Ali Zardari. As the former President has been undergoing serious health problems, therefore, this House demands that a Board of Private Doctors and Specialists be constituted for the medical check of former President. Since, the Government formed Board amongst other ailments has also raised alarm and have advised to immediately examine the status of clotting in the arteries; the sugar levels are fluctuating and if not brought under control can cause serious harm to other organs including hypoglycaemia; the Government formed Board itself has pointed out that due to non-provision of special ortho-bedding in jail, his long-standing spinal condition has deteriorated significantly exacerbating cervical and spondylitis issues. This Assembly resolves and recommends the Government of Sindh to approach the Federal Government for the provision of proper healthcare facilities to the former President Asif Ali Zardari including constitution of a Medical Board of the Private Doctors and Specialists; and not to put at risk the life of former President Asif Ali Zardari | Joint | Adopted |
20 | This House expresses its serious concerns over the Kunri incident in which the guards of Honourable Member Mr. Haleem Adil Shaikh resorted to firing which created havoc in the area. In addition, the guards of Honourable Member of this august House kidnapped Mr. Rizwan who was severely tortured before he was rescued and has marks all over his body and is presently being treated in the Hospital. This provocation and use of violence on the part of Honourable Member is unbecoming of a Public representative which has seriously hurt the feelings of the residents of Sindh. This Assembly demands that the Government of Sindh to conduct an inquiry and punish to those who are found guilty of aerial firing and kidnapping of a Kunri resident Mr. Rizwan on a priority basis | Joint | Adopted |

28 | Whereas the Holy Quran is the last holy book revealed on the last messenger of Allah, Hazrat Muhammad (P.B.U.H); And whereas the Holy Quran contains the instructions of God Almighty for the guidance of entire humanity living on the planet earth; And whereas Allah says in the Holy Quran in Surah Maidah verse no. 32 that “whoever kills an innocent person, it is as if he has killed all of humanity; and if anyone saved a life, it would be as if he saved the life of all of mankind”; And whereas this Holy Book contains the message of peace, harmony, tolerance, brotherhood, equality, justice, fairness, etc. Therefore, This House vehemently condemns the egregious incident of desecration of the Holy Quran in the Norwegian city of Kristiansand by the rabid extremist organisation SION (Stop the Islamisation of Norway). This act is tantamount to disturbing the religious harmony; provoking Muslim sentiments; and hurting the 1.3 billion Muslims and indeed the entire humanity at large. This House condemns the misuse/abuse of the freedom of speech as witnessed in the Norwegian city of Kristiansand. This House also appreciates Umer Ilyas and acknowledges his courage to prevent the heinous action on the part of Lars Thorson. This Assembly recommends the Federal Government to take initiative for the “Convention on the Prevention of Defamation of the Religions” in order to effectively tackle the Islamophobia; promote religious harmony; and ensuring the “reasonable” restrictions on the freedom of speech in such a way that none of the vested interests are able to hurt the religious sentiments of any particular community in the name of the freedom of speech. The federal government should also take onboard to the Human Rights organisations, European Union, United Nations, etc. in this regard. This House further resolves to make all possible efforts for the promotion of religious harmony, tolerance, peace and brotherhood amongst the fellow humans regardless of any discrimination on the basis of the religion, sect, creed or any other description | Joint | Adopted |
