2 | The Senate of Pakistan: Acknowledging the fact that the province of Balochistan has been endowed with vast uninhibited land that offers huge potential for production of solar and wind energy; Showing dismay that these potentials have so far remained untapped due to overly bureaucratic procedures and lack of focus on the province. Moreover, undue delay and hindrances in approving the solar energy projects from the already allocated 3000 MW for the province, with many projects pending for approval for the last two to three years; Expressing deep concern on the fact that the Government is not allowing the establishment of solar projects in the province of Balochistan with a rate of even Rs.7 – 8, whereas similar projects in other provinces / areas have been approved at the rate of 14 cents; the Senate of Pakistan, therefore, demands that: (1) the Federal Government should take immediate steps for approval and facilitation of solar and wind energy projects in Balochistan on priority basis in order to better utilize the uninhibited vast land of the province which will not only create employment opportunities for the youth of the province but will also improve the economic conditions of the province as well as of the country, generate tax and non-tax revenue and greatly improve energy mix situation for environment friendly, sustainable and low cost energy (2) urge the Government to direct the Power Division, NTDC and CPPA to immediately approve projects of solar and wind energy in the province of Balochistan from the 3000 MW allocation, and ensure facilitation of more such projects through one-window operation by eliminating excessive documentation and procedures that severely discourage the investors and cause undue delays in setting up of such important projects in the province. (3) call upon NEPRA to approve tariffs for solar energy projects of Balochistan at parity with similar projects in other provinces, on urgent basis | Private | Adopted |
2 | The Senate of Pakistan, being the House of Federation, taking note that,-- officers belonging to such occupational groups/services which have direct nexus with the provinces , including but not limiting to Pakistan Administrative Service, Police Service of Pakistan, In-land Revenue Service, do not perform duties in the provinces during their entire term of service and yet manage to get promotions without having the experience of horizontal mobility which ensure wide experience and exposure and place; and - remain posted on the same post, in the same province, same city, same status over three years in violation of instructions with regard to “Normal Tenure of Posting” and “Posting on Deputation ”as provided in the ESTACODE, Recommends that,-(i) officers belonging to such occupational groups/services which have direct nexus with the provinces , including but not limiting to Pakistan Administrative Service, Police Service of Pakistan, In-land Revenue Service, should not be granted promotions in the next grades till such time they have experience of serving in a province for a period of at least three years; (ii) Officers of all occupational groups who have completed normal tenure of three years at same post and still working shall be transferred forthwith to implement the provision of ESTACODE in letter and spirit; and (iii) Officers/Officials working on deputation for last three years shall be repatriated to their parent departments forthwith | Private | Adopted |
