5 This House expresses its profound grief and sorrow over the sad demise of one of its most acclaimed members, Senator Mir Hasil Bizenjo, who passed away yesterday on 20 th August, 2020 at the age of 62 due to cancer. Mir Hasil Khan Bizenjo was a firm democrat, a seasoned politician and a highly respected veteran nationalist leader. Senator Bizinjo was born in a family that has played a significant role in national politics. His father Mir Ghous Baksh Bizenjo, who also served as Governor of Balochistan, was a nationalist leader known for his democratic struggle to attain Baloch people’s rights within the federation of Pakistan. Mir Hasil Khan Bizenjo was an active student leader n Karachi University. He started his political career from Pakistan National Party (PNP) and was elected as the member of National Assembly twice in general elections of 1990 and 1997. He founded the Balochistan National Democratic Party (BNDP), which eventually merged with the Balochistan National Movement (BNM) in 2003. BNM became National Party (NP) with Mir Hasil Bizenjo as its first president. Throughout his political career Senator Bizenjo raised voice for the people's rights but categorically opposed armed resistance and militancy, choosing peaceful, democratic and parliamentary ways instead. Late Senator Bizenjo was an exponent of progressive politics. Inna Lillah i Wa Inna Ilaihi Rajion. In 2009, Mir Hasil Bizenjo was elected as a senator and re -elected in Senate elections held in March 2015. During his tenure as Senator, he served as Member of various Committees like House Business Advisory Committee, Information Technology, Overseas Pakistanis, Water Resources, Problems of Less Developed Areas, Senate Finance Committee and Parliamentary Committees on National Security and CPEC. He also chaired the Senate Committee on Devolution. He took office as the federal minister for ports and shipping on May 20, 2016 and as federal minister of maritime affairs, from August 2017 to May 2018 The services rendered by late Senator Mir Hasil Khan Bizenjo for democracy, supremacy of parliament and for the people of Balochistan will be long remembered. His death is not only the loss of his family and his party but it is a National loss. This House expresses its deepest sympathies with the bereaved family, friends and his party. We pray to Almighty Allah to shower His infinite blessings upon the departed soul and may his soul rest in eternal peace Private Adopted

6 In the light of sayings of Allama Muhammad Iqbal and Quaid-eAzam Muhammad Ali Jinnah about Urdu as the National Language of Pakistan, Articles 5 and 251 of the Constitution of the Islamic Republic of Pakistan, 1973 and the decision of the Supreme Court of Pakistan dated 8th September, 2015, this House recognizes that Urdu is not only the basis of social and cultural identity of the nation but also a symbol of unity and development of the State The House expresses its concern on the fact that despite the sayings of the founders of Pakistan, Articles of the Constitution and decision of Supreme Court of Pakistan, no concrete steps have been taken regarding the national language resulting in adverse effects on national unity, identity and development Keeping the development of national unity and cultural identity in view, this House recommends that the Government should: (1) take concrete steps, for using Urdu as official language in accordance with Article 251 of the Constitution of the Islamic Republic of Pakistan, 1973, within the time period prescribed by the Government on 6th July, 2015; (2) take steps for coordination with the Provincial Governments in order to develop a uniform manuscript of the national language; (3) take measures to translate and publish the Federal and Provincial laws in Urdu for facilitation of general public and to upload the same on the Law Division's website; (4) make arrangements for conducting the competitive examinations in Urdu and also to make it as medium of instructions in all the educational institutions in the country; (5) the decision of the Courts should be written and published in Urdu gradually; (6) all the Government departments should use Urdu for submission of their comments, replies and arguments in their court cases; (7) all the academic books should be translated in Urdu by the National Language Authority and other concerned departments so that Urdu can be made medium of instructions in all the educational institutions within one year; and (8) the Government should present a monthly report before the National assembly and Senate about the action taken for the development of Urdu language.
