1 | This House strongly condemns the recent statement by PTI Chairman and former Prime Minister of Pakistan where he twisted historical facts to malign the armed forces of the country by giving an impression that they were conspiring against the country. 1 | That this House recommends that Government should constitute a Task Force to ensure implementation of rights of minorities in view of judgements of the apex courts with the following TORs:- (a) to implement the Supreme Court of Pakistan’s Judgment on the rights of Minorities dated 19th June, 2014 as well as other directions and connected Cmas’ and all other matters in relation to Interfaith Harmony and Evacuee Trust Property Board; (b) to liaise and coordinate with the Provincial Governments regarding the implementation of the directions on behalf of the National Assembly and in this regard all Chief Secretaries and IGs are directed to cooperate and facilitate the Task Force; (c) to represent and appear before the Supreme Court Bench constituted by the Chief Justice of Pakistan regarding the implementation of the Minorities Judgement. 2. Dr. Ramesh Kumar Vankwani, MNA is already a member of the Supreme Court appointed Commission on Minorities Rights created for the implementation of the said Judgement vide order dated 8th January 2019. He played a vital role in the said judgment given by former Chief Justice of Pakistan Mr. Justice Tassaduq Hussain Jillani. The role of Dr. Ramesh is also reflected in the said judgment. Therefore, Dr. Ramesh Kumar Vankwani, MNA is appointed head of the Task Force with a status of Federal Minister. 3. The Supreme Court of Pakistan has in the said judgment of 2014 and connected CMAs (proceedings) issued certain directions to the Federal Government as well as the Provincial Governments viz-a-viz rights of the Minorities. 4. Secretary, Ministry of Interfaith Harmony shall be the Secretary of this Task Force. 5. Secretary Establishment Division, Secretary, Ministry of Interior, Secretary, Ministry of Law and Justice, Secretary, Ministry of Education and Secretary, Ministry of Human Rights shall be the ex-officio members of this Task Force. In addition, the Provincial Chief Secretaries and IGs shall also be the ex-officio members of this Task Force on provincial issues. 6. The Federal government shall provide appropriate office space and staff for the working of the Task Force headed by Dr. Ramesh Kumar Vankwani for the implementation of minorities’ judgment and interfaith harmony. 4 | This House denounces the latest Indian attempt of demographic engineering in illegally occupied Jammu and Kashmir through a so-called delimitation commission. It stated that this attempt is aimed at artificially altering the electoral strength of the Muslim majority in IIOJK. Noting that the commission’s recommendations have been rejected by a cross section of political parties in illegally occupied Jammu and Kashmir, the resolution categorically rejected the report of the so-called delimitation commission that seeks to convert the Muslim majority of IIOJK into minority and further marginalize, disenfranchise and disempower the Kashmiri population and advance the political and electoral objectives of the BJP. The resolution noted that through the delimitation exercise, India is making attempts to further its illegal actions of 5th August 2019 and subsequent measures. The resolution recalled that Jammu and Kashmir is an internationally recognized dispute and a long standing item on the agenda of the UN Security Council. It declared that no façade of elections based on sham delimitation exercise can substitute the legitimacy and indispensability of a free and impartial plebiscite under the auspices of the UN. The resolution demanded that India honors and fulfills the obligations under the international law, UNSC resolutions and the fourth Geneva Convention and refrain from bringing about any illegal demographic changes in the occupied territory. It urged the Indian government to forthwith end its oppression and widespread violations of human rights and international humanitarian law in IIOJK and enable the Kashmiri people to exercise their inalienable right to self-determination as enshrined in the Security Council resolutions. The resolution called upon the international community to ensure accountability of India’s grave and persistent violations of human rights and war crimes in IIOJK. The resolution reiterated Pakistan’s unflinching commitment and solidarity with Kashmiri brothers and sisters, reaffirming that Pakistan will continue to extend all possible support in their just struggle for freedom and self-determination. It also asked the government to continue to expose and counter the Indian moves before the international community and to highlight and forcefully project the Kashmir cause at all bilateral and multilateral forums including the UN and the OIC. | Government | Adopted |

The House condemns the abhorrent attempt of the Indian Government to deprive Kashmiri people of their true leadership which is a blatant violation of Universal Declaration of Human Rights and International Covenant on civil and political rights. The House stresses that the struggle for the right of self-determination of Kashmir is indigenous and cannot be dampened by the draconian strong arm tactics of the Indian Government.
