2 The House acknowledges the significance attached to the study of the life of the Holy Prophet Muhammad (SAW) for individual and collective development surrounding all aspects of human life. Without the in depth study and understanding of the Seerat of the Holy Prophet Muhammad (SAW) the new generation cannot comprehend the modern days' challenges and progress in their individual and collective life. The House is cognizant of the fact that there is no specialized and detailed study of the life of the Holy Prophet Muhammad (SAW) at various tiers in our education system. In order to inculcate detailed and comprehensive knowledge of the Seerat of the Holy Prophet Muhammad (SAW) in the minds of the younger generations, the House recommends that the Federal Government may immediately take the following steps: (i) Seerat of the Holy Prophet Muhammad (SAW) be introduced as a special subject and compulsory at primary, middle, secondary and higher school levels in Islamabad; (ii) Refreshing study of the Seerat of the Holy Prophet Muhammad (SAW) be made as a special subject as part of all disciplines at university level in Islamabad Capital Territory; (iii) Coordinate with all provinces to make arrangements for introduction of detailed study of the Seerat of the Holy Prophet Muhammad (SAW) as a special subject at primary, middle, secondary, higher secondary and university levels Private Adopted
2 Concerned at the problems being faced by hundreds of thousands of commuters of Islamabad, Rawalpindi, Lahore, Multan and Karachi including patients, students and office goers due to road blockages for security of visiting foreign cricket teams; Cognizant of huge monetary expenditures and assignment of thousands of security personnel on these security arrangements on one hand and wastage of millions of rupees worth fuel of commuters on the roads during road blockages on the other hand; In view of economic losses, wastage of time, ensuing mental stress of general public, accidents by traffic jams and resultant noise and air pollution in these cities; Appalled by closure of educational institutions, health centres, offices and businesses along the routes designated for movement of teams and officials; The House recommends that the Government and Pakistan Cricket Board should build international standard hotels within the complex of stadiums in all these cities with walking approach to the stadium for players and team officials. The hotels so built will not only be useful for international cricket but also PSL and important domestic matches. They will also be cost effective by saving millions of rupees of recurring expenditure from national exchequer on account of security and movement of players and team officials. 2 Cognizant of the need for educational revolution in the country which is one of the key drivers of growth performance, prosperity, and competitiveness in national and global economies; Realizing that Higher Education Institutions (HEIs) are at the forefront of the solutions required to advance the Sustainable Development Goals, which underscores the fundamental role of education in creating healthy and inclusive societies as envisioned in the 2030 Agenda; Reiterating that the education revolution and other sustainable goals can be achieved through establishment of state of the art HEIs, ground-breaking research and innovation, and academia-facilitated industrial complexes for translating theory into practice; Recommends that, the Federal Government should launch a program for establishment of mega educational cities in each province; Every mega educational city should encompass a total area of about 2500 acres and comprise often universities of 250 acres each offering advanced education in distinct fields including skills and technology; and The land for these educational cities should be provided by respective provincial governments whereas the infrastructure of the ten universities in each province should be built by the Federal Government; The Federal Government after building the infrastructure should hand over management and operationalization of said universities to best public and private sector Universities/educational institutions and should continue to support with the overall management including grant of scholarships for the genuinely deserving students and ensure that fifteen percent of the total seats should be allocated for the said deserving students. 2 This House is cognizant of the poor financial position of the merged districts of Ex-FATA and PATA in Khyber Pakhtunkhwa and Balochistan Provinces which aggravated further due to COVID restrictions and recent wave of terrorism. The situation is adversely affecting the small and large business in the areas; The House recommends that the incentive of tax exemption facility provided under 25th Constitutional Amendment be extended for ten years i.e. 2023 to 2033 to ensure revival of business activities and kick-start development in the merged districts of Khyber Pakhtunkhwa and Balochistan Private Adopted
2 House condemned the killing of prominent lawyer Abdul Latif Afridi and paid tribute to the deceased for his meritorious services for the welfare of the poor segments of the society, the struggle for rule of law and the constitution Supplementary Adopted
5 The Senate of Pakistan recalls Article 38 (f) of the Constitution of the Islamic Republic of Pakistan which stipulates elimination of "Riba" as early as possible, and shows concerns that for the last 75 years the curse of "Riba" has not been eliminated from the country. The House acknowledges decision of the Federal Shariat Court for elimination of Riba from the country. The House also appreciates and supports the decision of the Government of Pakistan, State Bank of Pakistan and National Bank of Pakistan for withdrawal of appeals against the decision of the Federal Shariat Court which is very encouraging for establishing an interest free financial and banking system in Pakistan. The House demands that for establishing an interest (Riba) free economic and financial system in the country the Government of Pakistan should take the following steps on immediate basis:- (I) The Government should establish a permanent Division and its subordinate Task Force under the administrative control of Ministry of Finance for chalking out a practical road map of eliminating Riba and establishing an interest free financial and economic system in the country; (II) The Government should enact laws for prohibiting individual and collective interest/riba based business in the country; (III) The Government should eliminate interest/ riba from various financial institutions i.e. N.I.T Unit, House Building Finance Corporation, Pension Fund, Savings Fund, Consumer Finance and other related institutions; and (IV) A Task Force may be established with the responsibility of implementing the recommendations of the reports of all previous Committees/Commissions/Task Forces established regarding elimination of Riba. 5 The Senate of Pakistan draws the attention of the Government towards Article 227 of the Constitution of Pakistan therein stipulating that all existing laws shall be brought in conformity with the Injunctions of Islam as laid down in the Holy Quran and Sunnah and no law shall be enacted which is repugnant to such Injunctions. The House also draws the attention of the Government towards Articles 203C and 203F of the Constitution of Pakistan therein providing for the Federal Shariat Court and Shariat Appellate Bench in the Supreme Court of Pakistan. The House shows deep concerns over the vacant Positions of Judges including Ulema Judges in the Federal Shariat Court and infrequent meetings of the Shariat Appellate Bench in the Supreme Court of Pakistan causing heavy pendency of important cases. 7 The Senate of Pakistan expresses its deepest dismay and shock at the vicious and vile act of the burning, tearing and desecrating the Holy Quran by racists, bigots and extremists in Sweden and the Netherlands to the utter shock and dismay of Muslims and civilized humanity. The Senate of Pakistan strongly protests to the Governments of Sweden and the Netherlands for allowing these extremists and fanatics to stage the burning of Holy Quran in the name of freedom of expression. The pretext of freedom of expression cannot be used to attack the religious emotions of 1.5 billion Muslims across the world. The Senate of Pakistan strongly condemns this act of Islamaphobia being hateful, vicious, highly explosive, and contrary to the principles of international law laid down in several instruments, including: (1). UN General Assembly Resolution No 36/35 of 25 November 1981 (by which it proclaimed the Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief); (2). Article 18 of the International Covenant on Civil and Political Rights; (3). Article 18 of the Universal Declaration of Human Rights; (4). The European Court of Human Rights & European Guidelines on Freedom of Religion or Belief which states, responsibility & freedom of expression go hand in hand and the latter should not incite hatred, shock or disturbance to any segment of society; (5). The call of the World Conference on Human Rights upon all Governments to take all appropriate measures to counter intolerance; (6). General Assembly Resolution 56/6 of 9 November 2001 on the Global Agenda for Dialogue among Civilizations; (7). Resolution of UN Commission on Human Rights 2005/40; and (8). International Day of Islamaphobia proclaimed by the United Nations. The Senate of Pakistan, therefore, stands for upholding the universal principles highlighted above and expresses the collective will of state and people of Pakistan against the act of desecration of the Holy Quran by racists and extremists. This vicious crime is a calculated and deliberate attempt to harm interfaith harmony, social peace, religious tolerance, and ultimately it will prove to be divisive for peace and stability amongst countries, cultures and civilizations. Therefore, the Senate of Pakistan: (1). Urges the Muslims to maintain calm and composure, refuse to be intimated by the hate- mongering Islamophobes, and promote Islam message of peace, tolerance and universal brotherhood. (2). Calls upon the Government of Pakistan to initiate prompt action on the following lines: i. To summon the Ambassadors of Sweden and the Netherlands and convey the strong sentiments, shock and anger felt by the people of Pakistan against the desecration of the Holy Quran. ii. To impress upon Sweden and the Netherlands for firm lawful action against those who desecrated the Holy Quran. iii. To contact, coordinate and cooperate among the Members of the OIC to take a unified position on this issue which is central to the core beliefs of all Muslims. iv. To take up this highly important and urgent issue before the upcoming session of the UN Human Rights Council, which is meeting in Geneva next week Joint Adopted
8 The Senate of Pakistan recalls Article 38 (f) of the Constitution of the Islamic Republic of Pakistan which stipulates elimination of Riba as early as possible, and shows concerns that for the last 75 years the curse of Riba has not been eliminated from the country. The House acknowledges decision of the Federal Shariat Court for elimination of Riba from the country. The House also appreciates and supports the decision of the Government of Pakistan, State Bank of Pakistan and National Bank of Pakistan for withdrawal of appeals against the decision of the Federal Shariat Court which is very encouraging for establishing an interest free financial and banking system in Pakistan. The House demands that for establishing an interest (Riba) free economic and financial system in the country the Government of Pakistan should take the following steps on immediate basis:- (I) The Government should establish a permanent Division and its subordinate Task Force under the administrative control of Ministry of Finance for chalking out a practical road map of eliminating Riba and establishing an interest free financial and economic system in the country; (II) The Government should enact laws for prohibiting individual and collective interest/riba based business in the country; (III) The Government should eliminate interest/riba from various financial institutions i.e. N.I.T Unit, House Building Finance Corporation, Pension Fund, Savings Fund, Consumer Finance and other related institutions; and (IV) A Task Force may be established with the responsibility of implementing the recommendations of the reports of all previous Committees/Commissions/Task Forces established regarding elimination of Riba Private Deferred

The House recognizes that undergraduate scholarships is the surest way to enable people to rise out of poverty, to enjoy secure, higher-paid employment throughout the course of their adult life, and that it contributes the most to income generating potential. The House acknowledges that the Ehsaas Undergraduate Scholarship program is one the largest-ever national undergraduate level scholarship program, which offers more than 50,000 need-cum-merit based scholarships every year which has been suspended by the government. The House expresses deep concern that there will be “no further entries” in the Ehsaas Undergraduate Scholarship program.
