3	Acknowledging that Article 38 of the Constitution of the Islamic Republic of Pakistan stipulates that the State shall secure the well-being of the people and provide them with necessities of life, irrespective of sex, caste, creed or race, by raising their standard of living; Observing that in pursuance of Goal No. 2 of the Sustainable Development Goals, Pakistan has committed to achieving zero hunger; Noting with concern that despite being an agrarian economy, Pakistan is far from reaching this goal, with the country being positioned at number 84 out of 113 countries in the Global Food Security Index 2022 and currently facing record food inflation of 46.8%; Recognizing Pakistan's growing vulnerability to climate change, which will further threaten food security, as demonstrated by the devastating 2022 flood which resulted in an additional 7.6 million people experiencing food insecurity with 48 percent of households losing their stored cereal stock; Acknowledging that apart from the good work done in the shape of formulating the National Food Security Policy of 2018, Pakistan needs an action plan to unify, consolidate and streamline all efforts towards the goal of ensuring adequate, affordable, safe and nutritious food for all through sustainable food production, improved land use and reduced food wastage; The Senate of Pakistan, therefore, urges upon the Government to immediately create a cross- sectoral task force in the country to identify gaps in financing towards our food system and develop a clear understanding of the country's financing needs in line with Pakistan's global commitments ahead of COP-28; The House also demands that Pakistan should engage with global partners to unlock investments from public, private, multilateral development banks and philanthropic sources to shift to good food finance and to actively participate in the co-investment platform for food systems transformation that is to be launched at COP-28	Private	Rejected

6	Resonating the concerns and sentiments expressed by various stakeholders in particular and public in general, regarding the recent judgment of the Supreme Court that declared Section 2(D)(1) & 59 (4) of the Army Act unconstitutional; Taking exception to overriding an Act of Parliament, which was well within the previous and exiting scheme of constitutional and legislative framework and duly enacted under the legislative competence of the Parliament. Prima facie an attempt has been made to rewrite the law by impinging upon the legislative authority of the Parliament; Reiterating that the trial of those accused of violence against the armed forces under the Army Act is an appropriate and proportional response in line with Pakistan's existing constitutional framework and statutory regime. Within the country's constitutional framework, the trial of individuals accused of anti-state vandalism and violence under the Army Act serves as a deterrent against such acts; Firmly standing with the families of martyrs, who have made significant sacrifices for the country, and have expressed feelings of insecurity and treachery due to this decision. Their concern that absence of military court trial is likely to encourage or embolden those responsible for acts of terrorism due to lack of stringent justice in regular courts, is fully endorsed; Noting with concern that judgment annuls the sacrifices made by martyrs of the Armed Forces, civilians and Law Enforcement Agencies in combating terrorism. Military courts have played a significant role in addressing terrorism by ensuring that those responsible for terrorist acts are brought to justice. However, this judgment while abandoning the spirit of martyrdom, grants lenient option to terrorists, anti-state actors, foreign agents, and spies to be tried in normal courts. Dismayed that the apex Court has not taken into consideration the existing procedures which make it abundantly clear that the sentences given by Military Courts are not arbitrary and are conducted following due process and formalities. While interpreting a certain provision the overall scheme that the certainty of well deserved & warranted punishment, rather than its severity, is a crucial deterrent, has been missed. The existence of an appeal process against Military Court orders, which involves appeal avenues with the Chief of Army Staff and the President, as well as the option to file writ petitions in High Courts that may eventually reach the Supreme Court, has been overlooked. The provisions of the Army Act and underlying procedures ensure that the right to a fair trial under Article 10A of the Constitution is not violated Reaffirming that 9th of May will be remembered as a dark day in the history of the country and condemns the anti-state acts committed against the Armed forces, which the enemies of Pakistan cannot even dare to think of committing. The Culprits of 9th May, who blatantly attacked Defence installations and disgracefully dismantled memorials of martyrs, deserve no empathy or leniency rather they should be tried in Military Courts and stringent punishments be given to make them an example for internal and external enemies to Pakistan by creating a deterrence and upholding the supremacy of State; Recalling that amendment to the Army Act, specifically the addition of Section 2(1)(d), allowing for the trial of civilians who commit offenses like attacking military installations by military courts was carried in 1967. Civilians have been tried in military courts in the past under this provision, and sentences have also been duly carried out. More so, the previous decisions of the Apex Court have upheld trials under the Army Act by a majority. The Bench which announced the recent judgement was not in unanimity as opposed to the previous benches which upheld trials of civilians under the Army Act, hence the decision is legally flawed and should not be implemented unless it is considered by a larger bench; Observing with apprehension that the invalidation of the jurisdiction of army courts is likely to facilitate vandals and abettors of terrorism and anti-state activities. Military courts have played a pivotal role in delivering justice, particularly concerning acts of terrorism, often instigated by neighboring adversaries within Pakistan's borders; The Senate of Pakistan calls upon the apex court to reconsider its decision, urging alignment with the national security paradigm and sacrifices of the martyrs in order to address the concerns raised regarding the ramifications of the judgment on the security and stability of the nation. 9	Commemorating the international literacy day on 8th September, the Senate of Pakistan reaffirms the fundamental right of every child to access quality education, irrespective of their gender, location, or socioeconomic status and urges upon the Government; To take effective steps for promoting literacy for children and youth in general and girls in particular in Pakistan, and also strengthen non-formal education (NFE) system on an urgent basis to deliver programs; To promote skills-based and innovative learning models to provide the right to education to out-of-school children, youth with special focus on girls education to facilitate life-long learning; To take steps for promoting gender equality in education and eliminating disparities by ensuring girls and women's access to quality education and eliminating any barriers impeding their access to education; To launch comprehensive awareness campaigns to inform both urban and rural communities about the significance of education through outreach programs, workshops, and community events in collaboration with all stakeholders and partners; To prioritize and substantially increase funding for education and literacy programs and devise mechanism for ensuring transparency in the allocation and utilization of budgets for education in the country	Private	Adopted

12	Expressing its deep concern over the present situation emerging in the areas of Dasu and Diamer Bhasha dams; This House recommends that: 1. the locals should be recruited in the said projects as per the quota fixed for them; 2. the salary of persons working in the said projects should not be less than the minimum wages, i. e. 12	To seek leave under sub-rule (4) of Rule 278 of the Rules of Procedure and Conduct of Business in the Senate, 2012, to move that for Rule 185 of the said Rules the following shall be substituted, namely (1) A Chairman or a Member of the Committee shall be personally responsible for submitting a declaration of financial or personal interests or in case of having no such interests, a declaration of having no financial or personal interest in the matters falling within the jurisdiction of the Committee to the Chairman Senate before the first meeting of the Committee, which shall be recorded by the Secretary Senate in the Conflict of interest Register. (2) The declaration of financial interests shall contain the following information, which shall be provided in a precise manner (a) the Member's occupation or occupations during the three year period before he or she took up office with the Senate, and his or her membership during that period of any boards or committees of companies, non-governmental organisations, associations or other bodies established in law; (b) any regular remunerated activity which the Member undertakes alongside the exercise of his or her office, whether as an employee or as a self-employed person; (c) membership of any boards or committees of any companies, non-governmental organisations, associations or other bodies established in law, or any other relevant outside activity that the Member undertakes, whether the membership or activity in question is remunerated or unremunerated; (d) any occasional remunerated outside activity (including writing, lecturing or the provision of expert advice); (e) any holding in any company or partnership, where there are potential public policy implications or where that holding gives the Member significant influence over the affairs of the body in question; and (f) any other financial interests which might influence the performance of the Member's duties. (3) The Chairman or a Member of the Committee shall inform the Chairman Senate of any changes that have an influence on their declaration by the end of the month following each change occurring. (4) The Chairman or a Member of the Committee who has any personal or pecuniary interest in a matter under consideration of a Committee shall not sit in such meetings of the Committee. (5) A Member shall not use his or her position as a Member to influence a decision of another person so as to further the Member's private interests or those of a Member of his or her family, or to improperly further another person's or entitys private interests. (6) A Member shall not use information obtained in his or her position as a Member of the Committee that is not generally available to the public to further the Member's private interests or those of a Member of his or her family, or to improperly further another persons or entitys private interests	Rejected
