Amendment in Rule 122 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in Rule 122, the expression ”,other than a Finance Bill”, appearing in the second line, shall be omitted; and thereafter the following proviso shall be inserted:- Provided that the report of the Committee examining the Finance Bill shall be l ai d in th e Hou s e wit h in fi f t een d a ys o f t h e i nt r o du cti o n o f Bi l l. ”

Amendment in Rule 205 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, after rule 205, the following new rules 205A and 205B, shall be added, namely:- “Committee on Scrutiny of Delegated Legislation 205-A. Composition.- A Standing Committee, to be called the Committee on Scrutiny of Delegated Legislation shall be appointed by the Speaker of the National Assembly at the commencement of every National Assembly. The Committee shall be nominated for the term of the National Assembly:- (a) The Committee shall consist of not less than fifteen members. (b) The Committee shall have the power to send for persons, papers, and records. (c) The Committee may make its own rules. 205-B. Functions of Committee.- (1) The Committee shall examine all regulations, rules, byelaws and statutory regulations, orders made or given under any law, or ordinance after an order, 3 regulation, or bye-law is published in the Gazette, a copy is to be made available to the Secretariat of the National Assembly which will table it in the Committee on Scrutiny of Delegated Legislation. The Committee in turn shall examine the order for the following:- (a) whether it complies with the constitution and the fundamental rights of citizens; (b) whether it operationalizes the principles of the law as envisaged by the Majlis-e- Shoora (Parliament); (c) whether the scope and the content of the order is such that it requires enactment of laws or amendments; (d) whether it contains any financial implications; (e) whether it bars the jurisdiction of a court of law; (f) whether it allows a retrospective effect contrary to the law; and (g) whether it calls for further clarification. (2) The Committee may examine the Bills laid in the House for the scope and form of delegated legislation that is being provided for and suggest recommendations therein. (3) The Committee may conduct public hearings or field visits to examine how the order, bylaw, regulation is being applied for further scrutiny or oversights of the implementation of law. (4) The Committee shall lay detailed report of their examination of the delegated legislation and the recommendations made to the Government to the House. (5) If, on scrutiny the order, by-law or regulation concerned violates any of the principles stated in sub-rule (1), a disapproval motion may be moved by any member, and if it is agreed to by the House, it will cease to have effect”.

Amendment in Rule 70 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 70, in the proviso, for expression “during a current session up to one day before”, with expression “till the day of”, shall be substituted. Amendment in Rule 73 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 73, in the proviso, the expression “current”, with expression “ next”, shall be substituted. Left-over Amendment in Rule 250 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 250, the second and third provisos, shall be omitted and the following new proviso shall be added, namely.- “Provided further, if there is an interval of not more than fifteen days between the last sitting of the National Assembly during one session and the date fixed for the first sitting of the next session, all the pending notices shall not stand cancelled and shall remain intact for the next session. Moreover, during the said period, all the notices received for the next session under the enforced rules will be taken up on the day allocated by meeting the predetermined requirement, in the form of question, in the revised lists and in the form of other notices”

under sub-rule (4) of rule 293 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 to move the following amendments in the said Rules:- (1) Amendment in Rule 70 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 70, in the proviso, for the expression “during a current session up to one day before the prorogation thereof”, with expression “till the day of prorogation”, shall be substituted. (2) Amendment in Rule 73 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 73, in the proviso, for the expression “current”, the expression “ next to”, shall be substituted. (3) Amendment in Rule 250 of the Rules of Procedure.- that in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, in rule 250, for the second and third provisos the following shall be substituted, namely:- “Provided further that this rule shall not apply if there is an intervening period of fifteen days or less between the last sitting of the Assembly in one session and the date appointed for the first sitting of the next session: Provided also that notice of a question given for the next session shall lapse on the prorogation of the next session.”
