The provincial government has failed to take necessary and effective measures to make the schools functional properly. There are certain school buildings but the students are forced to receive education under the open skies. In Shikarpur there are various schools which have no furniture. If we look at the performance of Education Department they have hardly used 25 percent Development Funds. Islam is a faith of Peace & tolerance which promotes Freedom of Speech but publication of blasphemous caricatures in the name of Freedom of Expression tantamount to insult of Islam. This House thus not only condemns such sacrilege, despicable and provocative publications including caricatures and cartoons against the sanctity of the Holy Prophet (PBUH) but also demands that the Organization of Islamic Conference. European Union and the members of the United Nations take notice of such anti-religious speeches and publications that incites violence and promotes clash of civilization; and take stern action against such culprits and award exemplary punishment to them.
