The plight of Educational Institutions in the Province of Sindh is deteriorating day by day. The provincial government has failed to take necessary and effective measures to make the schools functional properly. There are certain school buildings but the students are forced to receive education under the open skies. There are various schools in the Province but they do not have furniture and students have no choice but to receive education by sitting on the floor. In Shikarpur there are various schools which have no furniture. If we look at the performance of Education Department they have hardly used 25 percent Development Funds. The question arises why this step-motherly treatment is meted out with the education of this Province?

1 | The publication of the blasphemous caricatures and cartoons relating to the Holy Prophet (Peace Be Upon Him) published by Jyillands-Postan in Denmark that was published in more than fifty newspapers in Non-Islamic World in 2005; the derogatory remarks of Byzantine Emperor Mannual II publicized by Benedict XVI in Germany in 2006 and worst of all the culmination of such offensive and derogatory caricatures by Charlie Hebdo published in Paris recently has not only hurt but enraged the sentiments of the Muslims Ummah all over the World. Freedom of expression does not mean violation of Article 19 or 20 of the International Convention of Civil and Political Rights. This is a malicious attack on the sanctity of the Holy Prophet (P.B.U.H.) and deliberate attempt to incite violence and create discord amongst various religions. Islam is a faith of Peace & tolerance which promotes Freedom of Speech but publication of blasphemous caricatures in the name of Freedom of Expression tantamount to insult of Islam. This House thus not only condemns such sacrilege, despicable and provocative publications including caricatures and cartoons against the sanctity of the Holy Prophet (PBUH) but also demands that the Organization of Islamic Conference. European Union and the members of the United Nations take notice of such anti-religious speeches and publications that incites violence and promotes clash of civilization; and take stern action against such culprits and award exemplary punishment to them. | Government | Adopted |
