2 This House on the occasion of International Women’s Day 2015, recalls the quote of the Father of the Nation, Quaid-e-Azam Muhammad Ali Jinnah who stated that: “There are two powers in the world; one is the sword and other is the pen. There is a great competition and rivalry between the two. There is the third power stronger than both, that of the women.” Muhammad Ali Jinnah. Acknowledge the contribution of women in strengthening our county’s political economic and social development. Provide full respect to various religious and ethical values, cultural backgrounds and philosophical convictions of individuals and their communities so this may contribute towards gender equality. Work together and in partnership with men towards the common goal of gender equality. Enhance and protect the full enjoyment of all human rights and the fundamental freedom of all women throughout their life cycle. Promote access to education; equal economic independence; equal pay for equal work; equality in decision-making; Commends the Parliamentarians for actively working towards the socio-economic uplift and political empowerment of women through legislation, oversight and representation; Reiterates the importance of addressing issues relating specifically to women through exercise of democratic and parliamentary powers to ensure the protection of their social and political rights; Resolves to bring women in all spheres of life at par with men, eliminating gender discrimination and ensuring equality of status in society for fulfilling and promising opportunities Private Adopted
3 This House expresses its profound grief and sorrow over the sad demise of former Senator Mir Abdur Rehman Jamali. Mr. Abdur Rehman Jamali was a distinguished politician, a seasoned parliamentarian. He was elected to the Senate from the Province of Balochistan and remained member of the Senate from 1991 to 1994. He made useful contributions to the discussion in the Senate. Services rendered by him will be long remembered. This House expresses its deepest sympathies with the bereaved family. We pray to Allah Almighty to shower his infinite blessings and rest his soul in eternal peace. God may give his family strength and fortitude to bear this irreparable loss. Government Adopted
3 This House expresses serious concern that a former Chief Justice of Pakistan is availing fringe benefits over and above those admissible under the rules. It believes that such discrimination in availing extra fringe benefits by only Ex-Chief Justice to the exclusion of other Ex-Chief Justices of Pakistan and Ex-Judges, militates against the prestige of the judiciary. This House, therefore, calls for a review of the discriminatory decision of allowing additional perks to a former Chief Justice and for taking appropriate steps to withdraw the same from him and recover the amount spent on it from the beneficiary, the former Chief Justice. This House also calls for summoning the former Chief Justice of Pakistan before appropriate Committee of the House to explain the reason for availing discriminatory extra post retirement benefits over and above those allowed under the rules. Private Deferred
3 The Senate of Pakistan, taking note of the fact that regional and continental inter-parliamentary bodies had been established in almost all the continents except Asia, whereas, Asia is the largest and most populous continent with a great history, a vibrant present and on the verge of realizing its great economic potential, as 21st Century is being rightly termed as the Asian century. Acknowledges that the Asian Parliamentary Assembly (APA), currently being the largest parliamentary platform of Asia has been revitalized and galvanized into a more vibrant organization under Pakistan’s presidency for the last one and a half year, as two most successful plenary sessions of Asian Parliamentary Assembly were hosted by Senate of Pakistan besides the Executive Council meetings and the Troika-Plus meetings which had generated a great momentum for further integration of Asian countries’ parliaments. Recognizes that creation of the Asian Parliament, an institutional voice of the Asian Century, would be the ultimate pivot towards effective and mutually reinforcing regional and sub-regional partnerships. Appreciates the vision of the President of the Asian Parliamentary Assembly, continued efforts of permanent headquarters of the Asian Parliamentary Assembly at Tehran, especially a comprehensive research-based document on the fundamentals of the Asian Parliament and initiatives of the provisional secretariat of the APA which is based at the Senate of Pakistan, resulting in establishment of a Special Committee for the Creation of Asian Parliament (SCCAP). Private Adopted
4 This house deeply appreciating the outgoing Chairman Syed Nayyer Hussain Bukhari, Deputy Chairman Sabir Ali Baloch, Leader of the House Raja Zafarul Haq and Leader of the Opposition Ch. Aitzaz Ahsan for their excellent and untiring constitutional services rendered during the Senate proceedings.
