Resolution

1 | That after 18th constitutional amendment, under the provision of Article 104 of constitution of Pakistan, The Speaker provincial assembly takes oath of the office of the Speaker and the Governor simultaneously and if the constitutional post of Governor falls vacant due to any reason the speaker directly becomes his successor. Hence, the posts of Speaker and Governor are indispensable and inseparable. After Governor it is the office of the Speaker which has precedence in the province. Likewise Deputy Speaker is also the successor of the Speaker. In the developed countries having parliamentary system, the office of the Speaker holds the equal importance as of Governor. However, in absence of warranty of precedence they are not issued Diplomatic Passport. This House therefore calls upon the provincial government to contact the Federal Government that issuance of Diplomatic Passport to the key offices of Speakers and Deputy Speakers may be ensured with immediate effect | Government | Adopted |
2 | Whereas, it is a proven fact that performance of every department depends upon its employees and if merit is ignored in the process of postings than the said department fails to achieve its set targets and standards which area necessary for its performance. However, it is often seen that nepotism political influence and other sources are used during departmental postings due to which performance of all provincial departments is being affected and creating disappointment among the people. Now the federal interior department, education and health departments are holding their tests and interviews through NTS which is a positive step and highly appreciable. This House therefore calls upon the provincial government that all tests and interviews against the vacant posts of provincial departments my be conducted like department of interior, which will not only help overcome the culture of unfair means, but will also promote merit, beside providing with job opportunities to the talented and educated people of the province. Moreover, NTS admission fee may also be brought at par with other provinces. | Private | Not Taken Up |
2 | Whereas, it is a glaring fact that Quetta-Chaman road is connected to Quetta airport but in the absence of a Chowk (Round about) at this place there is always a possibility of major accidents and loss of life on this road, while a number of accidents have already taken place and loss of precious lives has occurred in the past. Besides, unnecessary cuts have also been made on the said road on different places. This House therefore calls upon the provincial government to approach the federal government that National Highway Authority may be made bound to construct a Round About at the said point and besides removing unnecessary cuts presence of traffic police may also be ensured so as traffic accidents on this road may be prevented. | Private | Adopted |
2 | There is no doubt in the fact that Kashgar-Gwadar, Dera Ismael Khan, Zhob,Quetta and Khuzdar route is not only short distanced but also provides easy and valuable access to other countries and economic zones of Afghanistan and Central Asian Countries, while laying of Gawadar-Kashgar railway line is also very important to this effect. This House therefore calls upon the provincial government to approach federal government that approval of Kashgar-Gwadar, Dera Ismail Khan, Zhob, Quetta and Khuzdar route may be given at the earliest and laying of Gwadar-Kashgar railway line may also be ensured. | Private | Debated |
3 | There is no doubt in the fact that Kashgar-Gwadar, Dera Ismael Khan, Zhob,Quetta and Khuzdar route is not only short distanced but also provides easy and valuable access to other countries and economic zones of Afghanistan and Central Asian Countries, while laying of Gawadar-Kashgar railway line is also very important to this effect. 5 | Whereas, law and order situation in the province is deteriorating day by day and after the provincial capital lawlessness is spreading over to the rural areas and beside security personnel levies men are also being targeted . Recently Khanozai levies check post came under attack where levies men tried to repulse the attack, resultantly a levies Sepoy Abdul Razaq and cook Noorullah embraced martyrdom, one of the attacker was killed while the rest managed their escape good. This House therefore calls upon the provincial government to contact the federal Government that the Head Offices of Sui Southern Gas Company may be shifted to Quetta, so as sense of deprivation among the people of the province could come to an end and their complaints with regard to natural gas issues could be addressed at their doorstep. | Private | Adopted |
