2 This House expresses its profound grief and shock on the sad demise of Ex-Sentor Qazi Muhammad Shahid. Late Sentor Qazi Muhammad Shahid was a seasoned Parliamentarian. He remained Member of the Senate from the Province of Punjab from August, 1973 to August, 1975. He was amongst the first ever galaxy of Members of the Senate of Pakistan. He made useful contributions to the discussions in the Senate. The services rendered by him would long be remembered. We pray to the Almighty Allah to shower his infinite blessings on the departed soul. May his soul rest in eternal peace and May Allah Almighty give his family strength and fortitude to bear this irreparable loss. Private Adopted
4 This House expresses its profound grief and shock on the sad demise of Senator Muhammad Azam Khan Hoti. He was born on the 27th of April, 1946 in a respectable and renowned political family of Mardan. He was born in a house of great follower of Bacha Khan. He received his early education in Risalpur and later studied at the Aitcheson College, Lahore. He graduated from the Degree College, Nowshewra. After his graduation he got commission in the Pakistan Army in 1967 and also took part in the 1971 Indo-Pak war. His passion to ameliorate the quality of life of the people of his area led him to join the National Awami Party (NAP) in 1972. He served the National Awami Party and later the Awami National Party (ANP) after NAP was banned. He was twice elected as MNA from Mardan in 1990 and 1997 on ANP’s ticket and twice made the Federal Minister for Communications in 1991 and 1997. He remained Member Senate of Pakistan from 1994 to 1997 and from 2012 till his death today. He remained member of different Senate Standing Committees. He made useful contribution to the discussions in the Senate and the National Assembly. His death will be deeply mourned and we all share the loss sustained by his family and friends. Services rendered by him would be long remembered. We pray to Almighty ALLAH to shower His infinite blessings on the departed soul. 172A. Constituting the Committee The House may constitute itself into a Committee of the Whole on a motion by the Leader of the House or Leader of the Opposition. When the House constitutes itself into a Committee of the Whole, it functions as one Committee acting upon any matter(s) referred by the House and conducts its proceedings like a regular Committee with its membership composed of all the members of the House: Provided that if a motion to constitute the House into a Committee of the Whole is not passed, a similar motion shall not be presented within the same session. 172B. Proceedings (1) The Chairman or any member nominated by the Chairman shall preside over the Committee. (2) The Committee shall conduct business only when there is a quorum. If there is no quorum, the Chairman or the person nominated by the Chairman to preside shall immediately suspend its proceedings. (3) In addition to his vote as a member, the Chairman or the person nominated by the Chairman to preside shall, in the event of on equality of votes, have a casting vote. (4) Documents and papers in possession of the House or the Senate Secretariat may be called for by any member and read by the Secretary Senate for the information of the Committee unless the Committee orders otherwise. Resource persons and/or technical assistants may be invited to attend the proceedings, and upon permission of the Chairman, may directly answer questions and inquiries asked by the members. (5) When a Committee of the whole has concluded consideration of a matter referred to it, the Leader of the House or the Leader of the Opposition, as the case may be, shall make a report to the House. Matters reported shall be presented before the House for action as though reported by any other Committee. (6) The Committee shall have power to require the attendance of any person or summon production of papers, records from any Division, department, autonomous body, semiautonomous body or organization, or examine such persons on oath or solemn affirmation, or invite or summon any person to give evidence in relation to any matter under its consideration.”

Explanation, - For the purposes of motion for extension of time, it shall be the responsibility of the Secretary Committee to initiate the process well before time.”
