These statutory instruments are printed and published by various publishers and printers in the form of books, manuals, journals etc. Sometimes the printing mistakes in the books and manuals lead to glaring consequences causing loss to either of the parties in litigation; AND WHEREAS the Parliament proposes regulatory framework under which the Gazetted material published or printed by a person has to be proof read by the Government and in case of negligence, the private persons, or as the case may be, the proof reader of the Government is being made liable for his act of negligence; AND WHEREAS proposed law falls within the provincial legislative field and the Parliament has no power to enact it unless one or more Provincial Assemblies pass Resolution to authorize the Parliament to enact such law under Article 144 of the Constitution of the Islamic Republic of Pakistan, 1973; AND WHEREAS it is expedient in the public interest to authorize the Parliament to amend the enact the proposed law; NOW, THEREFORE, the Provincial Assembly of Sindh by this Resolution hereby authorizes the Parliament under Article 147 of the Constitution of the Pakistan to enact the Printing and Publication of Gazetted Material by Private Persons Act, 2015, to the extent to ensure that the mistakes in the books and manuals are not printed or published. | Government | Adopted |
