I want to draw attention of the house on the grave matter of concern that is employee's increment ordered by federal services tribunal and supreme court. The federal services tribunal and superme court declared the progress as up-gradation in the the same scale & benefited the employees with premature. The Finace division notified the allowances and raise of salary of the employees who are up-graded in the period of 2002-2013 & passed instruction to give the mentioned benefits in the year 2014. Employee's are given the premature in all departments which are under federal. On the contrary, the summary which is sent by provincial Finance division to Chief minister is stil pending. No action taken up for the up-grade employee's increment.and it is also carked that the employees who have waited for many years for the increment will be bereaved. It is demanded from the Chief Minister to pay heed to the above mentioned matter and give approval of increment of employee's so that the employee's can fulfill the livlihood needs. It is also said that if there will be no implementation of Court decision then it will be the disrespect of court

The matter presented is about the ignorance of the government on notification to up-grade the senior stenographers to grade 16.
The notification was to up-grade the scale of senior stenographers and changed their designation as “Assistant private Secretory"" by Finance Division on 28 February 2013 on the request of Establishment Division of Islamabad. Senior Scales Stenographers Association of Pakistan played its role to up-grade the employees of said scale. The designation of 16 grade stenographers is changed through the Official notification in all Federal departments. There is motivation to make the Special Service structure for the up-graded employee's. It is also stated that the provincial government and Establishment department is only up-grading the scale of civil secretariat employee's. It is unjust with the employees who are on same scale in the other departments of the province like Commission Office, Deputy Commission Office, Directorate, Universities, Peshawar High Court, Advocate General office and Provincial Assembly office. It is demanded to up-grade the designation of scale 16 employees’ and service structure of the other departments of the province. Demand from the provincial government to pass the strict orders to Finance and establishment departments to bring important changes in the services roles and update designation of scale 16 grade stenographers so that deprivation of employee’s could come to an end
