ISLAMABAD, November 16, 2018: The Provincial Assembly of Sindh on Friday adopted a supplementary resolution urging the federal government to allow deep-sea fishing, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during sixth sitting of the third session:

Members’ Participation

• The Assembly met for two hours and 20 minutes.
• The sitting started at 1050 hours against the scheduled time of 1000 hours.
• The Speaker presided over the sitting for an hour and 24 minutes while the Deputy Speaker chaired the rest of the sitting.
• The Leader of the House (Chief Minister) attended the sitting for an hour and 15 minutes.
• The Leader of the Opposition did not attend the sitting.
• As many as 62 lawmakers (37%) were present at the outset and 69 (41%) at the adjournment of the sitting.
• The parliamentary leaders of PPPP, MQM-P, PTI and MMAP attended the sitting.
• As many as six out of nine minority lawmakers were present during the proceedings.

Output

• Moved by a PPPP lawmaker, the House adopted a supplementary resolution urging the federal government to permit deep-sea fishing and hand over the fishing-related matters to the province of Sindh as it had become a provincial matter after enactment of the Constitution (Eighteenth Amendment) Act, 2010.

Representation and Responsiveness

• The Ministers for Home and Local Government responded to four Call Attention Notices (CANs) regarding worsening law and order situation in Ghotki, deplorable condition of a bridge at Shah Faisal Colony, shortage of drinking water in Baldia Town and poor water supply system in North Karachi.
• The House left a CAN about increase in number of HIV patients unaddressed due to absence of the relevant minister.
• An MQM lawmaker withdrew his Adjournment Motion (AM) regarding unavailability of ambulance service in Sindh following ministerial assurance on the issue.
• The House deferred discussion on two Adjournment Motions (AM), sponsored by MQM lawmakers, regarding unjust water distribution in Karachi and water shortage in Hyderabad till Monday, November 19, 2018.
• The House took up seven Starred Questions during the Question Hour which were responded to by the Chief Minister. The lawmakers asked 32 supplementary questions as well.

Order and Institutionalization

• The House was adjourned to meet again on November 19, 2018 at 1400 hours.

Transparency

• ‘Orders of the Day’ was available to the legislators, observers and public.
• The attendance of lawmakers was available to the media and observers.
