ISLAMABAD, March 22, 2016: The Majlis-e-Shoora referred six bills to the Special Parliamentary Committee on Tuesday during second day of the Joint Session, says Free and Fair Election Network (FAFEN).
Following are some key observations of the House proceeding:
Members’ Participation in House Proceedings
- The Majlis-e-Shoora met for 13 minutes.
- The sitting started at 1325 hours against its scheduled time of 1130 hours.
- The Speaker of the National Assembly presided over the entire sitting.
- The Deputy Speaker of the National Assembly and the Chairman and the Deputy Chairman of the Senate did not attend the sitting.
- The Prime Minister and the Leader of the House in the Senate were not present.
- The Leader of the Opposition in the National Assembly and the Leader of the Opposition in the Senate attended the entire sitting.
- Fifteen Federal Ministers were present.
- 190 Parliamentarians (43%) were present at outset and 236 (53%) at the adjournment of the sitting.
- Eight minority members were present.
Output
- The House adopted a motion to refer the Pakistan International Airlines Corporation (Conversion) Bill, 2016, the Emigration (Amendment) Bill, 2014, the Civil Servants (Amendment) Bill, 2014, the Anti-Rape Laws (Criminal Laws Amendment) Bill, 2015, the Anti-Honour Killing Laws (Criminal Laws Amendment) Bill, 2015 and the Privatization Commission (Second Amendment) Bill, 2015 to the Special Parliamentary Committee. The Committee would report to the House on these bills till April 7, 2016.
- The House also adopted a motion to constitute the Special Parliamentary Committee comprising three Senators and 7 MNAs.
Order and Institutionalization
- One lawmaker spoke on a point of order consuming two minutes of the proceeding.
- The Speaker adjourned the Joint Sitting of the Majlis-e-Shoora till April 11.
