ISLAMABAD, November 22, 2019: The Provincial Assembly of Sindh passed the Sindh Charities Registration and Regulation Bill, 2019 and left five Call Attention Notices (CANs) unaddressed due to absence of their movers and relevant ministers, observes Free and Fair Election Network (FAFEN) in its Daly Factsheet on Friday.
Following are the key observations of the House proceedings during 27th sitting of the sixth session:
Members’ Participation
- The House met for two hours and nine minutes.
- The sitting started at 1545 hours against the scheduled time of 1430 hours.
- The Speaker presided over the sitting for an hour and 43 minutes while remaining proceeding was chaired by the Deputy Speaker.
- The Leader of the House did not attend the proceedings.
- The Leader of the Opposition attended the proceedings for an hour and 15 minutes.
- As many as 23 MPAs (14%) were present at the outset and 39 (23%) at the adjournment of the sitting.
- The parliamentary leaders of PPPP and TLP attended the proceedings.
- Six out of nine minority lawmakers attended the sitting.
Output
- Moved by the Minister for Parliamentary Affairs, the House passed the Sindh Charities Registration and Regulation Bill, 2019 after presentation of the Standing Committee’s report on it.
Representation and Responsiveness
- The Ministers for Energy responded to four out of seven starred questions while the lawmakers asked 21 supplementary questions as well.
- The Ministers concerned responded to three out of eight Call Attention Notices (CANs). The responded notices highlighted the issues about illegal deduction during payment of paddy crop by mill owners in District Kamber Shahdadkot and Larkana, dilapidated condition of schools in North Nazimabad Karachi and completion of Water and Sewerage system in Baldia Itehad Town Karachi.
- An Adjournment Motion appearing on agenda remained unaddressed due to absence of its mover.
- The Minister for Agriculture gave a policy statement under Rule 261 regarding recent attack of locusts on crops. He spoke on the issue for 12 minutes.
Order and Institutionalization
- The House was adjourned to meet again on November 27, 2019 (Wednesday) at 1400 hours.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- Attendance of the lawmakers was available to the media and observers.
