ISLAMABAD, November 30, 2021: The Balochistan Assembly deferred question hour due to ministerial absence and adopted two resolutions on Tuesday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the 5th sitting of the 47th session:
Members’ Participation
- The House met for an hour and 41 minutes.
- The sitting started at 03:55 pm against the scheduled time of 03:00 pm.
- The deputy speaker presided over the entire sitting in the absence of speaker.
- The leader of the House (Chief Minister) did not attend the sitting.
- The leader of the opposition attended the entire sitting.
- As many as 18 MPAs (28 percent) were present at the outset and 25 (38 percent) at the adjournment of the sitting.
- The parliamentary leaders of PkMAP, BNP-M, ANP, JWP, HDP, BAP and MMAP attended the proceedings.
- All three minority lawmakers were present.
Output
- The House adopted two resolutions demanding the federal government to air programs at PTV Bolan to promote interfaith harmony and take members of provincial assembly into confidence about negotiations on Reko Diq. Sixteen lawmakers spoke on these resolutions for an hour and eight minutes.
- Four statutory reports were presented in the House.
Representation and Responsiveness
- The House did not observe question hour due to absence of Ministers for food and finance.
- The Chair deferred a calling attention notice (CAN) due to absence of relevant minister.
Order and Institutionalization
- Two lawmakers spoke on points of order for six minutes.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and others.
- The attendance of lawmakers was not available to the observers and media.
