ISLAMABAD, November 22, 2021: The Balochistan Assembly took up entire agenda and adopted a resolution on Monday, observes Free and Fair Election Network (FAFEN) in its daily factsheet.
Following are key observations of the proceedings during the second sitting of the 47th session:
Members’ Participation
- The House met for an hour and 13 minutes.
- The sitting started at 05:22 pm against the scheduled time of 03:00 pm.
- The deputy speaker presided over the entire sitting in the absence of speaker.
- The leader of the house attended the sitting for 40 minutes.
- The leader of the opposition was present during the entire proceedings.
- As many as 20 (31%) lawmakers were present at the outset and 13 (20%) at the adjournment of the sitting.
- The parliamentary leaders of PkMAP, JWP, MMAP, BNP-M, BAP and PNP attended the sitting.
- One minority lawmaker was present.
Output
- The House adopted a resolution to condemn attack on Secretary General ANP Mian Iftikhar Hussain and demanded fool proof security for him.
- The House passed the Balochistan Public Private Partnership Bill, 2021 while another bill the Balochistan Institute of Child Health Services Quetta Bill, 2021 was withdrawn.
- Minister for planning and development laid a statutory report in the House.
Representation and Responsiveness
- The House took up all eight questions during the question hour while lawmakers asked five supplementary questions as well.
- Minister for mines and minerals responded to a calling attention notice regarding transfers of 20 employees from Hyderabad to mines area of Shahrag.
Order and Institutionalization
- Six lawmakers spoke on points of order for 18 minutes which were regarding law and order situation in the province..
- The House was adjourned to meet again on Thursday, November 25, 2021 at 03:00 pm.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and others.
- The attendance of lawmakers was not available to the observers and media.
