ISLAMABAD, May 11, 2022: The National Assembly left its entire agenda unaddressed except question hour on Wednesday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during the third sitting of the 42nd session:
Members’ Participation
- The National Assembly met for two hours and 42 minutes.
- The sitting started at 12:32 pm against the scheduled time of 11:30 am.
- The speaker presided over the entire sitting.
- The deputy speaker was also present.
- The leader of the house (Prime Minister) did not attend the sitting.
- As many as 57 (17 percent) lawmakers were present at the outset and 14 (four percent) at the adjournment of the sitting.
- Parliamentary leaders of JWP, BAP, GDA, PML and MMAP attended the sitting.
- Three minority lawmakers were present.
Output
- The House did not consider legislative business and three reports of standing committees.
- Tabled by an Independent lawmaker, the House adopted a resolution stressing the obedience of the Constitution by every citizen and called upon the President to act in non-partisan manner and perform his functions strictly in accordance with Article 48 of the Constitution.
Representation and Responsiveness
- The House took up 12 out of 24 starred questions while the lawmakers asked 15 supplementary questions as well.
- The House did not take up two calling attention notices.
Order and Institutionalization
- Twenty-nine lawmakers spoke on points of order an hour and 44 minutes.
- The House was adjourned to meet again on Thursday, May 12, 2022 at 11:00 am.
Transparency
- ‘Orders of the Day’ was available to legislators, observers and public.
- Attendance of lawmakers was available to media and observers.
