ISLAMABAD, September 20, 2019: The Provincial Assembly of Sindh on Friday left ninety percent of its regular agenda unaddressed and adopted a supplementary resolution to condemn the arrest of a PPPP leader by NAB authorities, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the fourth sitting of the sixth session:
Members’ Participation
- The House met for two hours and 30 minutes.
- The sitting started at 1600 hours against the scheduled time of 1430 hours.
- The Speaker presided over the sitting for an hour and 42 minutes while the Deputy Speaker chaired the rest of the proceedings.
- The Leaders of the House did not attend the sitting.
- The Leader of the Opposition attended the sitting for an hour and five minutes.
- As many as 42 MPAs (25%) were present at outset and 48 (29%) at the adjournment of the sitting.
- The Parliamentary Leaders of PPPP, MMAP and GDA attended the proceedings.
- Six out of nine minority lawmakers attended the proceedings.
Output
- Moved by PPPP lawmaker, the House adopted a supplementary resolution to condemn the arrest of senior PPPP politician and lawmaker Syed Khursheed Shah by NAB authorities. Four PPPP lawmakers spoke on it for 18 minutes.
- The House did not consider a government bill, a report of the standing committee, four Call Attention Notices, an Adjournment Motion and a Privilege Motion.
Representation and Responsiveness
- The Minister for Revenue and Relief department responded to three out of eight starred questions while the lawmakers asked 21 supplementary questions, as well.
- Moved by GDA lawmaker, the Minister for Parliamentary Affairs responded to a Call Attention Notice (CAN) regarding murder of a young medical student in Larkana. The remaining four CANs on agenda were left unaddressed due to the absence of the concerned ministers.
Order and Institutionalization
- PTI lawmakers staged a protest for four minutes against the Chair’s attitude who gave floor to a PPPP lawmaker during question hour.
- The House was adjourned to meet again on September 23, 2019 (Monday) at 1400 hours.
Transparency
- ‘Orders of the Day’ was available to the legislators, observers and public.
- The attendance of lawmakers was available to the media and observers.
