ISLAMABAD, January 29, 2016: Starting 53 minutes behind its schedule, the Provincial Assembly of Sindh left 80 percent agenda unaddressed on Friday during 8th sitting of its ongoing 23rd session, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Some key observations are as follows:
Members’ Participation in House Proceedings
- The Sindh Assembly met for five hours and two minutes.
- The sitting started at 1053 hours against the scheduled time of 1000 hours.
- 29 (17%) lawmakers were present at the start and 33 (20%) at the adjournment of the sitting.
- A maximum of 50 (30%) members attended the sitting.
- The Speaker chaired the sitting for 4 hours and 33 minutes while the Deputy Speaker presided over the remaining proceeding.
- The Chief Minister was absent.
- The Leader of Opposition attended the sitting for 2 hours and 57 minutes.
- Parliamentary leaders of PPPP, MQM, PML-N, PML-F and PTI attended the sitting.
- Five minority members attended the sitting.
Output
- Minister for Parliamentary Affairs presented before the House the quarterly report on Receipt of The Province, Current Revenue Expenditure, Current Capital Expenditure and Development Expenditure, for year 2015-16.
Representation and Responsiveness
- The House discussed a motion moved by Minister for Parliamentary Affairs regarding Thar situation for 4 hours and 22 minutes. 20 lawmakers participated in debate on it.
Order and Institutionalization
- Lawmakers spoke on 35 Points of Order consuming 40 minutes of the proceeding.
Transparency
- “Orders of the Day” was available to the legislators, observers and others.
- Information on legislators’ attendance was available to the observers and the public.
