Rule 18 of the National Assembly’s Rules of Procedure allows the Speaker to let members raise matters which concern the government but are not points of order. He awakened what he called the slumbering parliamentarians, by saying "its time to wake up as the country was passing through a critical phase of its history after one of the dictators has been indicted under treason charges today". Today is another historical day in our history as the August 14, 1947; the day on which all the political parties agreed to the unanimous 1973 constitution and the day on which the parliament approved 18th amendment in the constitution, he remarked as he asked the parliament and the nation to stand by the Supreme Court in its decisions upholding the constitution. He blamed 'no constitutional guarantees' for the division of the sub-continent and later the creation of Bangladesh.Coming to Special court's indicting Musharraf in treason case Achakzai said the whole nation should support judiciary in its efforts for bringing to justice to those who abrogated the constitution. In his opinion, this will be a blunder if Musharraf was let leave the country during the trial. "A symbolic punishment must be there no matter the Prime Minister decides to pardon him (Musharraf)", he opined so as to maintain the rule of law in the country. "Everybody must be subservient to the constitution", he hoped. We can do it and we must do it, he added.

The Minister said the United States tried to solace Pakistan by declaring that the drone strike against Hakeemullah was not directed at derailing the peace process but he told US leaders that he was not convinced by their assurance and statements. He said attempts were made to establish contacts again with new leader of TTP Mullah Fazlullah, who is in Kunar in Afghanistan, but he was non-responsive. He said at this the other option of establishing contacts with other groups within the TTP and outside was used and significant success was achieved but then the Bannu attack came. He said while claiming responsibility for Bannu attack TTP spokesman used words which implied that it wanted to sabotage talks with other groups and factions. He said these were groups which wanted to talk irrespective of TTP?s stand on the issue. He said it is strange that TTP was not responding positively when contacts were being made but now when the nation is forging consensus on the need to tackle the problem either way, now the TTP is favouring talks. He said it is the defining moment in the history of the country and we will have to forge consensus for whatever strategy has to be adopted.
